Duties

Help
  • Serves as the Associate Director for Business Management for very critical and highly complex programs in the field of chemical and biological research and technology.
  • Identifies and keeps up-to-date on key national and international policies and economic, political, and social trends that affect the organization.
  • Understands near-term and long-range plans and determines how best to be positioned to achieve a competitive business advantage in a global economy.
  • Examines policy issues and strategic planning with a long term perspective. Anticipates potential threats and opportunities.
  • Establishes broad objectives and strategic goals in light of current tactical and strategic development, advances in science and technology, and congressional decisions which impact on CBRNE strategic and long range plans.
  • Represents the Directorate and Center with managerial and scientific personnel of other agencies and military services for the exchange of technical information, planning, and interpreting results of DA and DoD programs.
  • Findings often lead to recommendations, advice, and counsel to political appointees, General Officers, and Senior Executives concerning major decisions and potential changes in program direction.
  • Projects and responsibilities involve programs that are critical to the missions of the Command, Army and DoD and affect large numbers of people and substantial amounts of resources on a long term or continuing basis.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret Security clearance for duration of employment.
  • This position requires the employee to occasionally travel up to 25% of the time.
  • This position requires that you must be able to submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.
  • This is a Critical Acquisition Position. Unless specifically waived by the appropriate Army official, selectee MUST be qualified for Acquisition Corps membership at the time of selection or possess a waiver.
  • Selectees must sign an Acquisition Corps written tenure agreement to remain in the Federal service in this position for at least 3 years.
  • This is an Army Acquisition Workforce position. I have or am willing to obtain acquisition certification level III in Acquisition Career Field of Program Management within 24 months of entrance on duty.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: (1) Develop policy documents for Science & Technology (S&T) portfolio planning; (2) Technical lead for Science & Technology (S&T) programs; (3) Develop and coordinate Science & Technology (S&T) Program Objective Memorandum (POM) inputs; and (4) Supervising a diverse group of scientist and engineers. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
