Duties

Help
  • Serves as part of a research team conducting research projects on forest and shrubland hydrology and collaborating with scientists on other hydrologic studies.
  • Serves as an authority on watershed hydrology, and large-scale hydrologic modeling.
  • Determines and analyzes the controls on streamwater sources, flowpaths, and water quality.
  • Measures and models basic hydrologic processes such as transpiration and streamflow.
  • Develops hydrologic models to scale hillslope and watershed hydrologic and biogeochemical processes in time from hours to decades and in space from plots to catchments.
  • Oversees on-going research studies in California including instrumented watersheds on the Kings River (Sierra National Forest) and the San Dimas Experimental Watershed (Angeles National Forest).
  • Assesses the sources and residence times of water and sediment in headwater catchments.
  • Assesses vegetation and topographic controls on the hydrograph, including the importance of fire and vegetation loss on water quantity and biogeochemical cycling
  • Assesses the impact of hydroclimatic variability on water quality and quantity.
  • Applies measurements and modeling approaches for analysis of the impacts of land use on water, sediment and nutrient fluxes.
  • Monitors climate and hydrologic parameters, and oversee long-term research projects where high quality data are collected.
  • Studies the effects of forest harvesting and landscape management practices (forest and shrubland) on streamflow sedimentation, and biogeochemical processes in watersheds.
  • Conducts supervision, coordination and administrative responsibilities (less than 20% of the time.)

Qualifications

Basic Requirement for all Hydrologist positions:
Degree: Successful completion of a full four year course of study in an accredited college or university leading to a bachelor's or higher degree in physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics.
--OR--
Combination of education described above and experience: course work as shown above, plus appropriate experience or additional education. Acceptable experience must have included performance of scientific functions related to the study of water resources, based on and requiring a professional knowledge of related sciences and the consistent application of basic scientific principles to the solution of theoretical and practical hydrologic problems. The following is illustrative of acceptable experience: field or laboratory work that would require application of hydrologic theory and related sciences such as geology, geochemistry, geophysics, or civil engineering to making observations, taking samples, operating instruments, assembling data from source materials, analyzing and interpreting data, and reporting findings orally and in writing. In some cases, professional scientific experience that is not clearly water resource experience may be acceptable if such experience was preceded by appropriate education in hydrology or by professional hydrology experience.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Specialized Experience Requirement:Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
GS-12:
At least one full year of specialized experience equivalent to the GS-11 grade level in the Federal service. Specialized experience at this level is defined as:
--Conducting the full cycle of scientific research (including identifying research topics, defining study objectives, organizing and conducting the research, interpreting the results, and presenting the findings in the form of reports, demonstrations, manuscripts, and other appropriate technology transfer activities) in one or more of the following areas: hydrology, forest hydrology, shrubland hydrology, watershed science, biogeochemistry, geochemistry, soil science, erosion and sedimentation, geomorphology, vegetation management, aquatic ecology, and landscape ecology;
--Analyzing the impacts of land use on water, sediment and nutrient fluxes using field-based sampling and the development of analytical, conceptual, and physical models;
--Using advanced analytical tools such as geographic information systems, spatial statistics, and computer models; and
--Disseminating research findings at conferences or scientific meetings and publishing results in peer-reviewed journals.
--OR--
A conferred Ph.D. degree or equivalent doctoral degree in a research area directly related to the work of this position. Qualifying graduate education for the GS-12 level of this position may include research in hydrology, forest hydrology, shrubland hydrology, watershed science, biogeochemistry, geochemistry, soil science, erosion and sedimentation, geomorphology, vegetation management, forestry, aquatic ecology, and landscape ecology.

GS-13:
At least one full year of specialized experience equivalent to the GS-12 grade level in the Federal service. Graduate level education alone is not qualifying at this grade level. Specialized experience required at this level is defined as:
--Leading and conducting a body of scientific research (including identifying research topics, defining study objectives, organizing and conducting the research, interpreting the results, and presenting the findings in the form of reports, demonstrations, manuscripts, and other appropriate technology transfer activities) in one or more of the following areas: hydrology, forest hydrology, shrubland hydrology, watershed science, biogeochemistry, geochemistry, soil science, erosion and sedimentation, geomorphology, vegetation management, forestry, aquatic ecology, and landscape ecology;
--Development of novel assessments of the impacts of land use on water, sediment and nutrient fluxes using advanced field and laboratory measurement techniques, or the development of new tools and technologies, including simulation models or analysis techniques;
--Funding scientific research by submitting proposals for and securing competitively awarded external research grants; and
--Publishing research in peer-reviewed scientific journals and presenting research findings at major professional conferences/scientific meetings.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. This is a research scientist position and is classified under the scientist career plan. Research scientists have open-ended promotion potential. Research accomplishments and their impact on the duties and responsibilities of positions are evaluated periodically. The grade level is limited only by the individual's demonstrated ability to perform research of recognized importance to science and technology. Final grade level will be determined by a peer review panel. The purpose of the initial review panel is to determine the grade level upon entry into a position.
