Summary

You will serve as the Tribal Relations Coordinator in the Environmental Business Line of the Naval Facilities Engineering Command Northwest.

The Tribal Relations Coordinator provides technical expertise regarding Native American & Alaska Native tribal consultation and program management, tribal relations and cultural communications in the Navy Region Northwest area of responsibility (AOR).

Duties

Help
  • You will maintain technical expertise in tribal relations, tribal rights (including treaty rights), and federal agency responsibilities to comply with legal and policy drivers.
  • You will prepare and/or provide technical review of tribal background, briefings, talking points, and staffing packages on tribal relations, and support government to government level consultations with tribes.
  • You will interpret laws, regulations, and policies to advise on business decisions, policy implementation and project execution related to tribal engagement and relationship management.
  • You will manage and track Memorandum of Understanding (MOU)/Memorandum of Agreement (MOA) stipulations resulting from Government to Government consultations for tribal mitigation requirements and implement those mitigation requirements and projects.
  • You will work with other departments, installations, and contracting staff to develop and execute mitigation projects and associated contracts or cooperative agreements in connection with Tribal consultations.
  • You will participate on environmental planning and Natural Resources (NR)/Cultural Resources (CR) project teams to provide input and advice for potential affects to American Indian traditional resources.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Facilities Engineering Career Field Level 2. Certification is required within 24 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1) Providing professional advice and solutions for complex and controversial issues involving tribal history and culture, inter-cultural communications, organizational cultures, tribal rights (including treaty rights), tribal consultation and relationship building;
2) Solving a wide variety of technical issues related to tribal relations and the shared environmental resources connected to an organization's activities;
3) Ensuring an organization adheres to laws, regulations, policies and procedures related to tribal practices, treaty rights, sovereign government-to-government consultation and communication, historic preservation and first nation protections; and
4) Preparing written analysis and recommendations on tribal relations matters.

Education

Applicants for the GS-0190, General Anthropology Series must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

A. You have successfully completed a bachelor's degree or higher from an accredited college or university with major study in an appropriate field of anthropology.

OR

B. You have a combination of education and experience that includes courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in an appropriate field of anthropology, or related course work, plus appropriate experience or additional education.

OR

C. You have four years of appropriate experience in anthropology performing research, museum work, or similar professional-level work.

Applicants for the GS-0193, Professional Archeology Series must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

A. You successfully completed a bachelor's degree or higher from an accredited college or university that included 3 semester hours each in the following course areas: history of archeology; Archeology of a major geographical area such as North America or Africa; Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; Theory and methods of archeology (methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques); Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work AND Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying AND Archeological field school.

OR

B. You have a bachelor's degree or higher from an accredited college or university with related curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A above (including archeological field school).

OR

C. You have a combination of education and experience that includes college-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education.

OR

D. You have four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.

Applicants for the GS-0401, Professional Natural Resources Management and Biological Sciences Series must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

A. You have a degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position.

OR

B. You have a combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above.
