Duties

Help
  • Assists in formulating and recommending programs related to functions of the Section.
  • Performs analyses and interprets National survey related data producing reports about specific commodity statistics
  • Evaluates the development, initiation, and adoption of improved techniques for data acquisition and interpretation
  • Maintains two-way communication of technical information for resolving problems and developing policies.
  • Leads the research and directs the coordination of other statisticians in statistical projects.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade:
Applicants must have one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-14 grade level for consideration for the GS-15 grade level).

Basic Requirements
To Qualify at the 1530 Series:

Degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
OR
A combination of education and experience that included the courses shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Specialized Experience:

GS-11
Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience applying a wide range of analytical, mathematical and statistical principles and practices to evaluate agricultural surveys and estimates.
OR
Three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in mathematics, statistics, or other directly related disciplines.
OR
A combination of education and specialized experience which meets the total requirement for this occupation and grade.


GS-12
Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience applying a wide range of analytical, mathematical and statistical principles and practices to evaluate agricultural surveys and estimates;, analyzing and interpreting results,; and providing data and price estimates for U. S commodities.


GS-13
Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience applying a wide range of analytical, mathematical and statistical principles and practices to evaluate agricultural surveys and estimates; , analyzing and interpreting results; providing data and price estimates for U. S commodities; and designing and coordinating agricultural surveys.



Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    • SPECIAL NOTE-(PCS): This position is being offered to any NASS employee in Headquarters in Washington, D.C., a NASS Regional Field Office, NASS State Field Office or the National Operations Division as a Permanent Change of Station (PCS) opportunity. A Relocation Incentive of 10% MAY be offered to any current employee who relocates to a position located in Washington, D.C. The Relocation Incentive will be calculated on the base salary of the selectee's new official duty station. Final determination to pay an incentive will be made by the hiring official at time of job offer.
    • The incumbent in this position may be reassigned to another Headquarters Unit in Washington, D.C., a NASS Regional Field Office, NASS State Field Office or the National Operations Division, contingent on the needs of the Agency.
