The Financial Manager serves at the assistant to the Chief, Finance and assures that fiscal transactions are compatible with requirements of the Office of Management and Budget (OMB), Government Accountability Office, the Treasury Department, and all Veterans Administration financial regulations. The incumbent requires working knowledge of accounts payable, accounts receivable, obligation accounting, fixed assets, Government accounting operations and requirements including those established by Government Accounting Office (GAO) and OMB and the agency to independently perform a variety of assignments and in-depth knowledge of applicable legislation, statutes, regulations, policies, and procedures. The incumbent requires professional knowledge of organizational practices, accounting theories, methods, and techniques to perform a variety of assignments. The incumbent will be responsible to oversee the design of a complete accounting system for a moderately-sized program that has specialized program accounting system requirements. Provides support to the Chief, Finance in establishing and maintaining an integrated system of facility financial operations. Administers an accounting/budgeting system designed to track, reconcile, and report on medical facility administered programs and/or appropriations for which the agency has legislative oversight responsibility. Reconciles a variety of integrated accounts within an entire accounting system for a large program, which includes double-entry accounting such as assets, liability, expenses, income, budgets, capital, and trusts accounts, and accounts controlled through allotment, general and operating ledgers. Provides analysis and advice on financial matters to program officials, mangers, and resource administrations. Performs duties with examining financial books, records, etc. to provide recommendation to improve productivity, cost-effectiveness, and quality of work processes. Directs and coordinates work of others in the financial management organization, resolving most conflict, developing changes in the plan and methodology, and interpreting policy. The incumbent has frequent contacts with supervised staff, program managers, senior management, outside Government and non-government officials. The Financial Manager provides supervisory services to the following positions: accountants, budget analysts, accounting technicians, agent cashiers, and fiscal accounts clerks.

Qualifications

To qualify for this position, applicants must meet all requirements within 15 days of the closing date of this announcement, 09/27/2019.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience: Specialized experience is experience that provided knowledge that has equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. This experience does not have to be acquired as a VA employee. Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization, AND

Education:
1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
2. Combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
a. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
b. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
c. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Physical Requirements: The work is principally sedentary. Duties regularly involve carrying light items such as files, computer printouts and loose-leaf notebooks for short distances. Also, trips made to various services throughout the Medical Center basically for training, performance of analysis and information gathering purposes. No special physical abilities are required to perform the work.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
