Duties

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
  • Conducts investigations, financial and operational audits, and related activities pertaining to large and complex operations.
  • Carries out activities of the Financial Unit of the regional office in order to effectively integrate the unit's responsibilities with those of the other work units within the office.
  • Plans, designs, organizes, and/or conducts complex financial and operational audits of large and diverse or financially unstable registrants, packers, and live poultry dealers operating in the region.
  • Provides advice and guidance on the audit methodology, monitors the technical accuracy, and reviews the analysis, concepts, and conclusions upon completion of the audit.
  • Prepares comprehensive audit reports of investigation findings.

Qualifications

To qualify, you MUST meet all program and qualification requirements by the closing date of the announcement.

To be eligible, applicants must meet one of the following requirements;

  • Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two (2) years. or
  • Individuals who, due to military service obligation, were precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above shall have a full 2-year period of eligibility upon release or discharge from active duty. This eligibility period cannot extend more than 6 years from the date on which the requirements for the academic course of study were met.
BASIC REQUIREMENT : Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

IN ADDITION TO MEETING THE BASIC REQUIREMENTS LISTED ABOVE:
Applicants must meet the following specialized experience and/or education requirements listed below:

FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-05 level) that demonstrates:
  • Developing audit plans, conducting, as part of a team or under a supervisor's direction, financial and/or regulatory reviews, and presenting the results in either written or verbal format.
OR 1 year of graduate-level education in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR Superior Academic Achievement: To qualify based on superior academic achievement, you must have completed the requirements for a bachelors degree from an accredited institution AND must meet certain GPA requirements. FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that demonstrates:
  • Accounting and auditing theory, practices, methods, and techniques in order to independently perform complex financial and operational audits of firms in the livestock, meat, and poultry industries.
  • Developing audit plans and devising and applying modifications to conventional audit techniques;
  • Assists with planning investigations, and completing investigative files including analysis, documentation, and recommended corrective actions.
  • Assists with planning compliance reviews, completing the regulatory review modules, including analysis, documentation, and recommended actions.
  • Worked closely with Certified Public Accountants on financial accounting and reporting, management accounting, and auditing, for at least one year.
  • Experience collecting, researching and analyzing reporting data and legal business documents.
OR master's or equivalent graduate degree inn accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related

  • Recent Graduate appointments are intended to last for 1 year. Recent Graduates who satisfactorily complete all the USDA Recent Graduates Program requirements may be non-competitively converted to a Term or Permanent appointment in the competitive service. Conversion is not guaranteed. Recent Graduates converted to Term appointments may later be non-competitively converted to a Permanent competitive service position.
  • If selected, official transcripts will be required prior to entrance on duty.
  • A Pathways Participant Agreement will be required if you are selected for a position. The agreement must be signed by all applicable parties prior to entrance on duty.
  • First time hires to the federal government normally start at the lowest rate of the salary range for the grade selected.
  • Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee.
  • This position is eligible for telework within the local commuting area of the duty location of the position. Employee participation is at the discretion of the supervisor.
  • Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.
  • Selection will be at GS-7 with the possibility of conversion to a permanent appointment, with promotion potential to the GS-12 level. Conversion eligibility and position is not guaranteed and depends upon the program unit's needs.
