Duties

Help
  • Serves as subject matter expert which is responsible for planning, organizing, directing the design, development, testing, implementation, programming and maintenance of PFS?s nationwide accounting systems and applications.
  • Provides key input on policy development, technical architecture, and implementation.
  • Makes any necessary systems changes as a result of research. Performs the continuing study, revision, and improvement or adjustment of the entire system.
  • Leads the maintenance schedule of new and existing information systems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Applicants must have one year of specialized experience equivalent to at least the GS-13 grade level.

Specialized experience is experience performing information technology (IT) system design, programming, database administration, and maintenance for IT programs for applications of financial systems and processes on a nationwide production level system. Leading teams in IT system design, development, testing, implementation, and maintenance. Advises on procedures and policy and provides technical expertise. Investigating and resolving complex problems and inefficiencies with major IT systems, databases, programs, and/or subsystems. Performing detailed examination of a proposed plan and/or design, recommending a course of action; testing financial systems, databases, and interfaces; evaluating system test results.

Information Technology (IT)-related experience must also demonstrate each of the four competencies listed below:

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to
generate and evaluate alternatives, and to make recommendations.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met within 30 days of the closing date of this announcement.
