Help
  • Establishes, develops, and maintains effective working relationships with MAJCOMs, AF Chief Information Technology Officer, PEOs, DISA, and DoD CITO
  • Establishes, develops, and maintains effective working relationships with Joint Staff, USSTRACOM, DoD Components, DoD Agencies, HAF staff, Intelligence Community and other organizations
  • Provides innovative guidance, oversight and direction for the application of state-of-the-art information technology within the Air Force, ensuring that the AFGSC uses best in class technologies and practices in support of its missions
  • Creates highly technical, computer science enterprise architectures assisting the AFGSC Chief Information Officer and Chief Architect
  • As the Senior Strategic advisor and the Technical expert, will also performing as the computer science and data science senior technical functions manager and subject matter expert for architecture efforts

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, OPM Qualification Standard for Information Technology Management Series (Alternative A). BASIC REQUIREMENTS: IT-related experience which demonstrates the (four) required competencies - Attention to Detail, Customer Service, Oral Communication, and Problem Solving

AND In addition to meeting the basic requirements, you must meet the required level of specialized experience as listed below.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes working with wide range of engineering, computer science, enterprise architecture, cyber security and information assurance concepts, principles and practices to accomplish work processes through the use of automated tools and other information technology, methods, services and facilities; computer science and/or computer engineering and/or data science concepts, principles, practices, architecture, and maintaining applications software that support functional requirements throughout the agency; software programming logic, design, programming languages sufficient to analyze hardware and software requirements of assigned projects.


FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Mastery knowledge of computer science concepts with sufficient experience in information technology and the evaluation of communications and information systems.

2. Mastery knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to technical architecture, IT integration, data integration, and data warehousing.

3. Mastery knowledge of the mission, roles, functions, organizational structures, and operation of the DoD and Air Force that govern, interface with, and/or influence the systems requirements, acquisition, and programming process, to include the roles of the CITO in addition to Air Force network operations.

4. Knowledge of the effects of requirements, programs, acquisitions, systems, operations, installation, and maintenance practices in different functional operations at the Air Force, DoD, and National levels.

5. Mastery of ability to develop and maintain contacts and communicate effectively with senior leaders and associates across the Air Force, DoD, Federal Agencies, vendor representatives, representatives of professional associations, and contractor personnel. Regularly includes executive level interaction.

6. Ability to articulate, verbally and in writing, substantive justification for IT investments and changes.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- This position has been designated as a Key Career Position (KCP). The assignment will not be continuing and has an established tour limitation of 36-60 months as determined by the Career Field Team and Career Field Manager. Employees must sign a Memorandum of Understanding including Selection, Restriction, Outplacement, Tour and Mobility Agreement as a condition of employment. This addendum is effective 1 March 2014 and will be utilized upon incumbent's exit from the position and from that point forward whenever the position is filled

- This is a KEY position. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the duties until relieved by proper authority. The incumbent, or the designated alternate, may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of a key position and requires that the incumbent, or designated alternate, be removed from any military recall status.

- A bachelor's degree or higher in engineering, computer science, data analytics, information management, or information technology management is highly desired

- Advanced degree, M.S. or Ph.D. in science, engineering, or Business Management, highly desired

- Experience with data and architecture design, development and build is highly desired; DoD CITO Certification is highly desired

- Enterprise Architect Certificate, FEAC Certification, and/or PMP certification is highly desired

Tax Law Impact for PCS:
On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
