Summary

The Principal Deputy Assistant Secretary (PDAS) for Congressional and Legislative Affairs position serves as the principal advisor to the Assistant Secretary for Congressional and Legislative Affairs and to the Secretary and senior VA officials on all congressional and legislative and intergovernmental affairs matters affecting the Department of Veterans Affairs. The PDAS oversees the Department's congressional affairs and intergovernmental affairs programs.

Duties

Help

The PDAS is responsible for the daily operation of the office, to include personnel and budget formulation and execution. Additional responsibilities of this position include, but are not limited to:

Serves as the deputy to the Assistant Secretary for Congressional and Legislative Affairs and as advisor in planning, preparing, and prioritizing VA's congressional relations and legislative affairs program and intergovernmental affairs programs.

Develops and manages the implementation of the Department's congressional relations and legislative programs to further the goals of the Secretary, the Department and the Administration.

Develops and oversees communication plans with members of Congress and congressional and legislative staff on issues affecting the Department of Veterans Affairs.

Monitors, assesses and reports regularly to the Assistant Secretary for Congressional and Legislative Affairs on all congressional and legislative actions affecting the Department of Veterans Affairs. Oversees the Department's congressional contacts and keeps track of congressional hearings and briefings affecting the Department of Veterans Affairs.

The PDAS also oversees the Department's data collection and monitoring process used to identify and track legislative provisions requiring submission of reports mandated by Congress.

In conjunction with the Assistant Secretary for Congressional and Legislative Affairs, develops mission, vision, goals and objectives for the Office of Congressional and Legislative Affairs (OCLA), and ensures that performance measures are appropriate and met.

Qualifications

To meet the minimum qualifications, applicant must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TECHNICAL QUALIFICATION (TQ)s: In addition, all applicants must submit a written narrative response to the following TQ(s). Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your TQ(s) in a word document and then upload into the system.

TQ1: Extensive experience as a principal advisor to senior leaders on all congressional and legislative matters affecting an organization.
