Duties

Help
  • You will respond to intrusion detection system (IDS) alarms, emergency calls, complaints, and other calls for service.
  • You will conduct preliminary investigations relating to critical incidents, e.g. traffic accidents, domestic violence, assaults, sexual assaults, child abuse/neglect.
  • You will testify in Federal, Military, State/County/Municipal and administrative court proceedings.
  • You will use computer equipment and specialized web based law enforcement programs to establish, update, query, or print law enforcement sensitive information.
  • You will operate motor vehicles in support of operations and to transport personnel and materials through out installations and public roads.
  • You will perform anti-terrorism and sentry duties at installations.

  • Must successfully complete a required Police Training Academy or equivalent course, e.g. Navy Police Officer Academy; a federal or military police academy; or equivalent law enforcement training. Annual or refresher training may be required.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States driver?s license.
  • You will be required to successfully complete a pre-appointment physical exam. Must also pass initial, annual, or required OPM, DOD, or Dept of Navy mental and emotional stability screening, physical agility test, and physical fitness for duty test.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You must meet the qualifications and be certified to carry a firearm. You will need to maintain firearm proficiency. Must maintain the applicable weapons qualification standards at the assigned installation.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Must meet federal and/or state minimum age requirements for the assigned installation.
  • Must be able to read, write and speak English.
  • Position requires employee to obtain and maintain Secret Clearance.
  • Must meet OPM hearing and vision requirements to include distinguishing basic shades of color.
  • This position requires employee to wear an assigned uniform and display official designated items or accessories to include additional required equipment. Employee must follow and adhere to applicable grooming standards for assigned installation.
  • CPR certification required and utilization of portable heart defibrillator where available.

Qualifications

FOR THE GS-06 POSITION
Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Issuing citations in violation of law enforcement regulations; 2) Conducting investigations related to critical incidents (i.e., traffic accidents, domestic violence, assaults, child abuse/neglect) in accordance to policies and procedures; 3) Interviewing witnesses to gather information about incidents; and 4) Conducting inspections of vehicles to detect the unauthorized removal of classified material, government property, contraband, weapons, explosives or any items detrimental to security.

FOR THE GS-05 POSITION
Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Apprehending personnel by the use of force or police equipment (i.e., firearms, taser, Oleoresin Capsicum(OS) spray); 2) Preparing police reports concerning incidents and actions taken; and 3) Responding to emergency calls for service while adhering to state and federal laws.

Education

For the GS-05 level the following education may be substituted for specialized experience:
Successful completion of 4 full years of study leading to a Bachelor's degree in Police Science or a comparable degree program related to the work of the position OR a combination of experience and education as described above which, when combined, is equivalent to 100% of the qualification requirement.

No substitution of education or training may be made for the required specialized experience at GS-6 level.

Additional information

This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

Position is subject to shift work, recall and/or unplanned overtime work. Employees are required to provide accurate contact information to supervisor. Reporting requirements are outlined in local procedures, instructions and/or Collective Bargaining Agreements.

Must commit to a two-year service agreement.

Officers assigned to HSB Crewman operations must be qualified IAW CNICINST 3502.2. As a HSB Crewman, personnel must be qualified IAW NAVEDTRA 43467-1 HSB Operations, the NAVEDTRA 43606, Shore Installation Management Basic Boat Coxswain (SIMBBC) and Crewmember PQS, and NAVEDTRA 43468-A, Shore Training Team Member/Leader. They must also be qualified IAW NAVEDTRA 43466, Security Force Weapons, and OPNAVINST 3591 (series), Small Arms Training and Qualification on all assigned craft's weapons systems, and qualified as a second class swimmer.

Due to significant training requirements levied by DoD, SECNAV and OPNAV, incumbent must be trained and qualified to conduct Guardmount and pre/post watch training of other LE personnel before, during and after the assigned shift.

Must be able to successfully complete the mandated 40-hour Emergency Vehicle Operators Course (EVOC) to be qualified to operate motor vehicles (i.e. sedans, cargo trucks, pickup trucks) having gross vehicle weights of 7,000 pounds or less, loading capacities of 1 ton or less, manual transmissions, and 2 or 4 wheel drive in support of operations and to transport personnel and materials throughout the installation and on public roads. With additional training, the incumbent may be required to qualify on police bicycles and other rough terrain vehicles such as ATVs and snow mobiles.

Must maintain proficiency for response to: installation perimeter breeches, hostage situations, vehicle borne improvised explosive device (IED), waterborne (IED) and pedestrian borne improvised explosive attacks, active shooter incidents, bomb threats, suspicious packages and other terrorist threats.

May be required to respond to other installations within the region or off installation events when directed by higher authority to a disaster scene or during a national emergency.
