Summary
Under the general supervision of the Director for Theater Operations, provide support to oversight and reporting activities related to OCOs and the Lead Inspector General mission to include coordination for meetings and briefings with senior military, policy and intelligence officials and staff; support for senior level travel; research, writing, editing, analysis and evaluation of reports and briefings on matters significant to the Lead Inspector General mission;
Prepare talking points, analysis, background papers and attend meetings as a representative or observer on matters of interest to the Deputy Inspector General for Overseas Contingency Operations (DIG OCO); report on such meetings, and, as necessary, prepare statements, or notes on behalf of DIG OCO to convey/confirm meeting discussions and results;
Initiate, track and/or organize meetings/events on issues of importance to DIG OCO and ensure completion of related coordination and follow-up activity;
Research and prepare drafts, reports and documents and initiate correspondence on matters of significance for clearance and consideration by the Director, prior to submission to the DIG OCO and ODIG OCO staff;
Ensure prompt and orderly flow of documents, reports and inter-agency information and, conversely, in keeping appropriate ODIG OCO personnel informed of matters of common interest within the liaison function;
Plan, coordinate and support execution of senior level overseas and CONUS travel;
Support data call, quarterly reporting, Lead IG designation and oversight planning functions;
Build and maintain long-term relationships with departmental contacts to ensure effective, factual and timely exchange of information;
Draft well-formulated, accurate, and timely questions, summaries, briefings, reports, and official correspondence that reflect a thorough understanding of the topic.
The position is time-limited.
Incumbent must be able to attain and maintain a Top Secret level (critical sensitive) clearance.
Travel to overseas contingency operation locations may be required.
In-depth knowledge of political-military, economic, and social issues related to counter-terrorism and overseas contingency operations in Afghanistan, Iraq/Syria, the Philippines, Africa and other countries within the Middle East;
Expert understanding of U.S. Defense policy, structure, planning, operations, interagency processes and Federal funding of military, humanitarian and diplomatic activities that support a whole-of-government response to designated overseas contingency operations;
Knowledge of U.S. foreign policy and security cooperation activities, programs and bilateral relations gained from experience working on/or living in conflict areas;
Knowledge of Federal oversight authorities and Lead Inspector General mission requirements as defined within Section 8L of the IG Act of 1978, as amended.
Senior level skill in managing projects to evaluate or assess coalition and U.S. interagency, combined, joint and multinational force command and control functions, policies, programs, logistics and operations, and other key areas.
Expert level knowledge and skill in analysis and development of program plans for, and evaluation of multinational operations.
Knowledge of evaluative standards, methods, and qualitative analytical techniques in order to apply them to study areas and oversight projects.
Knowledge of Inspector General standards, policies and procedures to perform oversight duties related to OCO activities.
Skill in dealing with U.S. and international interagency staffs at all levels and working with a variety of stakeholders to manage activities and gain support for OIG/Lead IG programs in OCO locations.
Extensive skill in advanced qualitative and quantitative analytical techniques in order to apply those skills to study areas.
Expert skill in verbal and written communications and ability to work with internal and external contacts to maintain liaison, effectively represent ODIG OCO and OIG/Lead IG.
Ability to analyze program operations, trends, problems, and deficiencies to develop solutions for continuing mission accomplishment and process improvement.
