This role provides all functions of systems librarian required to support the education and training outcomes of the Academy.  

Being a CG civilian makes you a valuable member of the CG team. Typical work assignment includes:

  • Planning for, evaluates, implements, customizes, upgrades, and assesses all automated systems and other computer applications, including website.
  • Troubleshooting hardware, software, and access issues.
  • Training library staff in the use of library systems and applications.
  • Administering new and existing licensing for electronic resources and monitors subscriptions to comply with licensing terms and conditions.
  • Arranging trials, activates new electronic subscriptions, and troubleshoots reported access problems.
  • Collecting and compiles statistics for use in administrative reports and mandated surveys.
  • Working closely with Information Services, faculty, cadets, and vendors to solve problems.

Basic Requirements:

Applicants must meet the requirements specified in paragraphs A or B below: A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree; OR B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

ADDITIONAL EDUCATION AND EXPERIENCE REQUIREMENTS FOR POSITIONS AT GS-09 AND ABOVE: 3 full years of progressively higher level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the position; OR at least 1 year of specialized experience equivalent to at least the GS-09 level. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  Examples include: providing library reference and instruction services; providing comprehensive reference, research, advisory, evaluative and instructional services; authoring electronics research guides, electronic tutorials, electronics workbooks and other aids; recommending materials for a collection; and providing instruction in research techniques to staff and students. 

For Librarian (Systems): Applicants must also possess Expert professional knowledge of the principles of library/information science.  When such knowledge is required for the position, an applicant's education or experience must have included or been supplemented by the requirements specified in one of the paragraphs below

  1. A full 4-year course of study in an accredited college or university that meets all academic requirements for a bachelor's degree that included at least 24 semester hours in the specialized field for which the applicant is being considered, e.g., physical science, biological science, social science; or that included any combination of subjects with at least 15 semester hours in a major subject (such as physics or chemistry) that is especially applicable to the position for which the applicant is being considered; or
  2. Completion of at least 24 semester hours of legal study in an accredited law school for positions primarily concerned with providing library services in law or legislative reference; or
  3. Four years of pertinent experience of such nature and level to provide a knowledge of the basic principles, theories, practices, techniques, terminology and expressions of the appropriate discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; ability to acquire additional information about the field and related fields; and some knowledge of literature resources in the field.

    Such experience should be equivalent to that which would have been acquired through successful completion of a full 4-year curriculum in an accredited college or university with major study in appropriate subjects, or combination of subjects, as specified in (a) above; or legal training as specified in (b) above; or
  4. Any time equivalent combination of experience as described in (c) with education as described in (a) or (b) above; or

  5. Demonstrated ability as shown by education or experience to read or translate information from one or more foreign languages into English.

Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The necessary Knowledge, Skills, and Abilities to perform this job are:

  • Professional knowledge of the principles and practices of library/information science with advanced knowledge of the principles and ability to evaluate, select and integrate library, document, database and website management systems.
  • Ability to evaluate, recommend and select current and emerging library and information resource management technologies and applications pertinent to current library services and programs and customize library technology applications to meet customer’s needs.
  • Ability to interpret and apply copyright, licensing, and intellectual property laws and guidelines and the ability to understand, evaluate and modify digital rights and licensing agreements.
  • Ability to analyze and resolve complex users problems with library technologies and interact with IT staff and vendor support to troubleshoot problems and assess interoperability, responsiveness, and reliability of library systems.
