This position is located within the Department of the Interior, Bureau of Ocean Energy Management, Gulf of Mexico, Outer Continental Shelf (OCS) Region, Jefferson, LA and is involved in all day-to-day decisions and flow of decision material on the offshore energy and marine mineral programs in the GOM with the objective of keeping the GOM Director informed. As the Chief of Staff (COS) to the Director, the incumbent is considered an authority in programmatic, policy, budget and other operational matters for GOM.
At the full performance level GS-14 the major duties of this position include, but are not limited to the following:
1. Serves as immediate advisor to the GOM Director on major programmatic, policy, and budget issues as well as organizational problems.
2. Identifies and stays cognizant of issues requiring decisions by the GOM Director. Tracks progress until resolved. Prepares analyses and decision documents and assists Department officials in presentations before federal and state government forums.
3. Reviews and analyzes highly technical, complex and sensitive program and policy documents.
4. Prepares and presents operational options and recommendations to the GOM Director, program offices and BOEM Director.
5. Coordinates activities with other high-level officials of BOEM, other local, state and federal agencies, and foreign government’s affected industries.
6. Prepares for and follow up on meetings. Prepare Regional Director for upcoming meetings by ensuring they have all the information necessary to be productive and engaged. Make sure agenda and appropriate material are prepared. Tracks high priority initiatives for the Regional Director and identifies any obstacles.
7. Draft speeches and presentations when requested.
8. Initiates and maintains existing contacts with key government and private sector groups and individuals involved in the management and regulation issues critical to BOEM.
9. Develops and recommends program initiatives for implementation by GOM Director.
10.Builds strong relationships with team members across the organization in order to influence outcomes and maintain momentum.
11.Provides decision support through data gathering, information analyzing, and presenting considerations to relevant stakeholders.
12.Attends meetings and calls on the behalf of the Regional Director. Helps prioritize time. Writes first drafts of proposals, emails, letters etc. Taking notes during the meetings and makes sure that action items from the meeting are executed. Acts as communication arm as necessary with others in the organization or major stakeholders. Acts as a sounding board for new ideas and initiatives.
The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-14: $104,821- $136,271 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.
Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.
Security Clearance Required: You will be required to obtain and maintain a Public Trust Background Investigation if you are selected and hired for this position.
This is a permanent, full-time, career/career conditional appointment.

Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.
