    This position is designed as a SES, Career-Reserved. USDA structures its SES positions into position levels. This is a position level one with a salary range of $166,501 - $171,000 per year. Exceptions to the salary cap may be considered in certain circumstances. SES employees are also eligible to receive bonuses and performance-based awards.     • The Associate Director position is located with USDA, Rural Development (RD), Business Center, National Financial and Accounting Operations Center (NFAOC), Finance Office, Engagement and Portfolio Management:
    • The Associate Director, the incumbent provides executive leadership and management of NFAOC subordinate organizational functional activities related to stakeholder engagement and management of the loan portfolio.
    • The incumbent also assists the Director with executive leadership and guidance of the subordinate organizational functional activities related to functional operations and financial management activities for the agencies serviced by the NFAOC
    • Provides executive leadership in the design, implementation and management of financial management systems and the financial portions of mixed systems in compliance with Departmental, OMB, and Treasury broad policy guidance
    • Participates with the Director and provides assistance in the development, implementation and oversight of NFAOC strategic annual business plans to ensure organizational operational funding needs
    • The incumbent is responsible for executive leadership and management of the full cycle of accounting work and associated technical, legal, and legislative requirements supporting RD's loan, grant, technical assistance and administrative activities
    • Assists the Director in establishing service level agreements with the Farm Service Agency and additional future outside customers that may have their Loan Receivable accounting functions performed by the NFAOC
    • Resolves NFAOC performance issues and consults with the CFO and the NFAOC Governance Board of Directors as needed to address these issues timely.
