The incumbent provides executive leadership and direction in the overall planning, development and timely execution of the Museum’s multiple communications efforts, special events and visitor services. The incumbent will:
The incumbent must have the ability to connect NASM’s social and political environment. More specifically, the incumbent will design integrated and consistent means and messaging to ensure the Museum communicates the right messages at the right time to the right audiences and develop productive relationships with the media, community leaders, related government and non-profit agencies and the public at-large.
The incumbent is required to simultaneously manage multiple projects at different stages of development, and must be able to plan and operate effectively in both a federal- and trust- funded environment. This involves working with a variety of leaders, outside groups, partners, donors and board members on local, regional and national levels. The majority of these contacts are in the public eye and the concerns of each group must be dealt with tactfully and discreetly while maintaining NASM’s best interests.
In conjunction with the Director and senior leadership, the incumbent formulates strategic plans, policies, priorities, and program goals and objectives to accomplish the long- and short-term goals of the Museum. She/he explores and develops joint or pan-institutional programs in collaboration with other museums and organizations. The incumbent encourages subordinate staff to establish and cultivate collaborative relationships with these organizations in order to advance the interests of NASM and SI and to foster and promote NASM programs.
The incumbent directs a large staff of professional, technical and support employees. She/he exercises supervisory duties to include full performance management duties and ensures that subordinate supervisors are exercising these same duties. These duties include writing position descriptions and performance plans, conducting performance appraisals, and recommending/reviewing grade levels, performance or special act awards. The incumbent keeps leadership apprised of disciplinary or other employee relations issues involving key subordinates and prepares adverse or disciplinary actions, as needed.

BASIC QUALIFICATIONS
A degree in Museum Education, Management, or a related field; or a combination of education and appropriate experience that provides knowledge comparable to that normally acquired through successful completion of a four year course of study in an applicable subject matter field. An advanced degree in a related field is highly desirable.
SPECIALIZED EXPERIENCE
In addition, applicants must have one year of specialized experience at or equivalent to the GS-15 level. Specialized experience is defined as the demonstrated knowledge and leadership skills as it relates to public affairs, visitor and guest services, special events and outreach programming of a large museum, research or cultural organization.
The applications that meet the basic qualifications will be evaluated further against the following criteria:
1. Demonstrated experience in leading and supporting a program related to public engagement that consists of visitor orientation and guest services, outreach programming, and special events.
2. Demonstrated experience with developing strategies and directing public affairs and media activities, including marketing and advertising, in efforts to elevate the public profile of an organization with its constituents.
3. Demonstrated leadership experience at the managerial level that includes goal setting, planning and implementing programs, and establishing metrics and reporting protocols.
4. Skill in leading, supervising, and managing a multi-disciplined and culturally diverse workforce, including fostering teamwork and high morale; attracting, retaining, motivating, and providing guidance to a diverse workforce; and implementing EEO/Affirmative Action policies and programs.
SUPERVISORY CONTROLS
The incumbent receives general supervision from the NASM Deputy Director who provides broad guidance in terms of overall policy, program objectives, and delegated authority. Within policy guidelines and established objectives, the incumbent plans and directs all aspects of programs and functions within the External Affairs Directorate, exercising a high degree of managerial knowledge and ability. The incumbent routinely consults with the John and Adrienne Mars Director and Deputy Director, particularly on sensitive policy matters and issues of controversy, and keeps him/her apprised of the status of program activities through discussions and periodic reports. Work performance is assessed in terms of supervisory skill, ability to make positive contributions as a team member, adherence to schedules and budgets, and the effectiveness of external affairs programs and plans.
SECURITY LEVEL
This position has been reviewed to determine the level of POSITION SENSITIVITY. Based on the nature of the work, the position has been determined to be Public Trust/HIGH RISK.
