The Marine Transportation Supervisor (Vessel Master):
Is responsible for the safe operation and maintenance of Corporation vessels (tugs/barges), channel maintenance, emergency response, ship inspection and vessel casualty investigations.
Administers the waterway channel maintenance program to include oversight of hydrographic sweep surveys of the U.S. portion of the Seaway, buoy tending operations and the navigational aids program that encompasses a 120 mile area with over 200 fixed and floating aids to navigation. Is responsible for preventive maintenance and repair of all navigation aids and prepares short and long-range preventive maintenance plans for the Marine Division. Pilots vessels (tugs/barges) and/or supervises activities. Provides technical expertise for emergency response, involved with vessels that transit the Seaway, vessel casualty investigations and conducts investigations as required. Develops and participates in annual oil spill emergency response exercises and training.
Exercises technical and administrative supervision over Marine crew. Provides strong leadership and support to the safety program. Identifies and initiates employee development as needed.
Prepares short and long range capital plans for navigational aids and floating plants. Develops dry dock contracts. Liaison for and communicates on a regular basis with various external agencies in relation to the activities of the division. Drafts budget requests for the division. Prepares and delivers performance evaluations. Contacts appropriate personnel during incidents. Develops new or modifies existing operations procedures and training programs.
Prepares and delivers employee coaching and disciplinary actions. Resolves employee complaints and grievances in compliance with the Corporation's Collective Bargaining Agreement.
The ideal candidate for this position will have the appropriate USCG Master's License and have the appropriate knowledge and work experience gained by specifically working on the St. Lawrence River, Great Lakes or like waterway.

CONDITIONS OF EMPLOYMENT:
SELECTIVE SERVICE: Males born after 12-31-59 must be registered for Selective Service.
SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period.
DRUG TESTING REQUIREMENT: This position is subject to drug testing. You will be required to pass a drug test before appointment.
USCG LICENSE REQUIREMENT FOR GS-13: You must have a current Master of Steam or Motor Vessels of 200 gross registered ton (GTR) or greater upon the Great Lakes and Inland waters.
USCG LICENSE REQUIREMENT FOR GS-14: You must have a current Master of Steam or Motor Vessels of 500 gross registered ton (GTR) or greater upon the Great Lakes and Inland waters.
TOWING ENDORSEMENT: You must have a current USCG License/Credential that qualifies as Master of Towing Vessels Great Lakes (superseding routes) or can obtain it within the first two years of employment, at the GS-13, or first year at the GS-14.
DRIVER'S LICENSE REQUIREMENT: You must also be able to obtain and maintain a driver’s license equivalent to New York State Level 5.
TRAVEL REQUIREMENTS: Due to the location of our agency and the duties of this position, you must be able to enter Canada in accordance with Canadian law and re-enter the United States.
GOVERNMENT TRAVEL CARD REQUIREMENT: You must be able to obtain and retain a Government contractor-issued travel card to be used for official business as a condition of employment. If unable to obtain and/or retain a card, you may be subject to removal. Those who fail to meet this condition of employment will have our offer of employment rescinded.
DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience and selective factor requirements for the grade at which you are requesting consideration.
To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

Experience where your major responsibilities were in the fleet and navigation aids area.
In addition to the specialized experience requirements for the GS-13, you must meet the following Selective Factors:
A valid USCG Merchant Marine Credential, as Master of Steam or Motor Vessels of 200 gross registered ton (GRT) or greater, upon the Great Lakes and Inland waters.\
A valid USCG License/Credentials that qualifies you as Master of Towing Vessels in the Great Lakes (or superseding routes) or can obtain the towing endorsement within the first two years of employment.
To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience as Vessel Master operating and maintaining vessels, overseeing channel maintenance responsibilities, responding to emergencies, conducting ship inspections, and investigating vessel casualties.
Experience with American Bureau of Shipping (ABS) regulations sufficient to train others on the requirements.
Experience operating Azimuthing Drive Vessels.
In addition to the specialized experience requirements for the GS-14, you must meet the following Selective Factors:
A valid USCG Merchant Marine Credential, as Master of Steam or Motor Vessels of 500 gross registered ton (GRT) or greater, upon the Great Lakes and Inland waters.
A valid USCG License/Credentials that qualifies you as Master of Towing Vessels in the Great Lakes (or superseding routes) or can obtain the towing endorsement within the first year of employment.
