Summary

Serves as an Accountant, performing various accounting assignments, validations, transactions and reports impacting the Agency. Duties include performing various financial accounting assignments related to Travel Functions, Funds Balance with Treasury, utilizing Generally Accepted Accounting Principles (GAAP) in daily operational environment. Utilization of Systems, Applications and Products in data processing (SAP) Core Financial Module to perform the daily accounting operations for the Center.

Duties

Help
  • Assists in recording and reconciling financial data within the Systems, Applications, and Products in data processing (SAP) accounting systems such as posting obligations.
  • Follows and monitors controls to identify problem areas, determine actions required, improves operating effectiveness, and ensures and maintains the integrity of financial and accounting information.
  • Assists in the preparation of and performs first level analysis on, statements and reports containing essential accounting information related to United States Standard General Ledger such as financial reporting on Continuous Monitoring Program.
  • Identify discrepancies related to accounting and financial data; particularly problems in the SAP Integrated Financial Systems.
  • Assist in performing an analysis, resolves differences and assists with reconciliation efforts for accounting problems and assists in performing audits for review of data to determine reliability and the accuracy of accounting reports.
  • Applies conventional accounting principles to analyze accounting transactions in the general ledger in functional areas, such as: travel, Fund Balance with Treasury, accounts payable, and/or accounts receivable.
  • Utilizes the SAP to perform various reconciliations. Assists in the identification for resolving accounting transactions for out-of-balances.
  • Provides assistance in analyzing current and/or required accounting procedures to design new or revised processes.
  • Assist in the validation of current processes with respect to regulatory requirements and requirements from NASA.
  • Assists in the evaluation accounting procedures for the NSSC. Studies legal and regulatory compliance, work flow, and other financial considerations on a continuous basis.
  • Assists in performing quality reviews of existing and proposed accounting processes to provide assurance as to the financial integrity and conformance to Federal laws and the agency regulations and practices.

  • This position will be filled at the GS-07 or the GS-09 grade level; the full performance grade level is a GS-12. Selectee can be promoted without further competition.

Applicant must have one year of specialized experience equivalent to the next lower grade (GS-05), which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

To qualify at the GS-07 level:
Applicant must have one year of specialized experience equivalent to the next lower grade (GS-05), which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above. One year of specialized experience is defined as experience analyzing and reviewing a variety of general ledger account transactions and supporting various internal and external audits ensuring proper internal controls.

OR education as defined below:

a. 1 full year of graduate level education; OR

b. Superior academic achievement; OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Applicant must have one year of specialized experience equivalent to the next lower grade (GS-07), which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above. One year of specialized experience is defined as experience analyzing and reviewing a variety of general ledger account transactions within the funds distributions, reimbursable, cost, property, travel, payroll, and accounts receivable functions; analyzing or revising accounting processes and designs; and supporting various internal and external audits ensuring proper internal controls.

OR education as defined below:

a. Completion of all requirements for a master's or equivalent graduate degree in an appropriate field; OR

b. 2 full years of progressively higher level graduate education leading to such a degree; OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Education

In order to qualify for this position you must meet Basic Education Requirement

A. Have a degree in accounting; or a degree in a related field such as business administration, finance, or
public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.(The term "accounting" means "accounting and/or auditing")

OR

B. Have a combination of education and experience: Have at least 4 years of experience in accounting, or an
equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:

1. 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up
to 6 hours of business law;

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully accounting, the applicant's education, training, and experience fully meet the specified requirements.
