Duties

This position is located in the United States Capitol Police (USCP), Chief Administrative Officer, Office of Human Resources, Human Capital Strategy, Recruitment & Employment Division. The position reports directly to the Associate Director. The purpose of this position is to provide complete human resources services for management and employees in the areas of organizational analysis and design, position management, compensation management, promotional process management and execution, and staffing and recruitment for all sworn and civilian personnel.

At full performance level, the Specialist will:

Provide the full range of staffing, recruitment, and placement services including innovative, and proactive recruiting strategies. Identify and address complex human capital issues related to recruitment and placement and apply new approaches to resolve issues (hard to fill, etc.)

Provide subject matter expertise regarding federal staffing, recruitment, compensation, position management, organizational design, and classification. Advise, assist, coach, and counsel management on the day to day administration of assigned programs and ensure compliance with Departmental policy and HR best practices. Develop or modify policy and standard operating procedures to ensure organizational efficiency.

Develop vacancy announcements using an automated system; review applicant qualifications; and develop certificates of eligibles, assessment tools, interview guides, etc. Develop and deliver briefings, project papers, and correspondence. Perform research on employment and staffing issues, correlate, and analyze data, and recommend appropriate action and potential alternatives.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

Qualifying at the CP-7 grade level: (1) year of specialized experience equivalent to the CP-06/GS-08 level. This experience includes providing support to management officials in the areas of staffing and employment, including developing vacancy announcements through an automated system.

Qualifying at the CP-8 grade level: (1) year of specialized experience equivalent to the CP-07/GS-9 level. In addition to the experience specified at the previous grade, experience handling routine staffing matters from start to completion (vacancy announcement through final job offer).

Qualifying at the CP-9 grade level: (1) year of specialized experience equivalent to the CP-08/GS-10 level. In addition to the experience specified at the previous grades, experience staffing positions through special authorities (i.e., direct hire).

Qualifying at the CP-10 grade level: (1) year of specialized experience equivalent to the CP-09/GS-11 level. In addition to the experience specified at the previous grades, experience developing and/or validating complex assessment tools and methods and developing staffing policy and/or standard operating procedures.

FOR CP-7: Candidate may possess a Master's or equivalent degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D. if related or a combination of education or experience.

FOR CP-8: Candidate may have completed all requirements for a Master's degree or equivalent graduate degree AND 6 months of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree or 2-1/2 years of years of progressively higher level graduate education leading to such a degree or a combination of education or experience.

FOR CP-9: Candidate may possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

FOR CP-10: There is no education substitute at this grade level.
OR
Combination of Education and Experience: equivalent combinations of specialized experience and graduate level education may be used.

Criminal History Check
-- Must successfully pass a comprehensive criminal history check of the past 10 years.

  • A criminal history check will be performed on all qualified applicants.

Credit Check -- Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification.

Selective Service Registration -- Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Fingerprint Check -- Applicants' fingerprints will be submitted to the Federal Bureau of Investigation (FBI) for a check of the criminal history record.

Background Investigation -- Must successfully complete all components of the USCP full field background investigation.
  • There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
