Summary

This position is located with the U.S. Department of Energy (DOE), U.S. Energy Information Administration (EIA), Office of the Assistant Administrator for Resources and Technology Management in the Office of Stakeholder Outreach & Communications.  A successful candidate in this position will participate in developing the EIA website, EIA.gov, and products for the website for OSOC and EIA.  Assist with the coordination of web operations management with program division managers and staff.

Duties

Help

As a Web Operations Specialist, you will:

  • Develop website, Energy Information Administration (EIA).gov, and products for the website for Office of Stakeholder Outreach & Communications (OSOC) and Energy Information Administration (EIA).
  • Lead web product development for the design, development, maintenance, and resource requirements of the Energy Information Administration (EIA) website.
  • Provide project management and leadership for activities that are part of these plans.
  • Serve as a web designer to create graphics and code that adhere to EIA’s style and brand identity; skilled in HTML, CSS, jQuery, JavaScript, and PHP.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. 

GS-9: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position is defined as: Experience assisting in conducting research for website design and development; and assisting in designing, building, or maintaining web sites using scripting languages, content creation tools, management tools, and digital media.

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-11: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position is defined as: Experience providing assistance to management and other technical specialists in website design and development; assisting technical specialists in designing and modifying website layouts and functions.

OR

Education: A Ph.D. or equivalent Doctoral degree OR three (3) full years of progressively higher level graduate education leading to a Ph.D. degree or equivalent Doctoral degree, OR an LL.M, if related.

OR

A combination of education and experience that together meet the qualification requirements for this position.

Failure to submit this documentation by the closing date will result in disqualification from further consideration.  Official transcripts will be required if you are selected to fill the position. College transcripts are still required if you currently occupy or previously occupied the series for which you are applying.

GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as: Experience with web operations management including deployment of web applications, monitoring, error isolation, escalation, and repair of problems; experience evaluating and selecting software and vendors; experience developing policies concerning annual and long-range plans relative to web and electronic product development components; experience in HTML, CSS, jQuery, JavaScript, PHP, Adobe Creative Suite (Photoshop, Dreamweaver, InDesign, and Illustrator.

Education cannot be substituted for specialized experience at the GS-12 grade level.

Knowledge of program analysis and web systems methodology necessary to develop an environment that includes policies, approaches, standards, procedures, and guidelines for the ongoing improvement of EIA web products and their integration into the EIA electronic information dissemination program.
  2. Skill in database design and development to support web application back-ends and web project management.
  3. Knowledge of web design and development specialty areas in order to ensure the EIA website reflects the most up to date information.
  4. Knowledge of project management principles and procedures in order to lead web projects from cradle to grave.
