WHAT IS THE COMMUNICTIONS AND LIAISON DIVISION (C&L) DIVISION? The Communications and Liaison Division (C&L) touches every aspect of the IRS mission through its information-sharing activities ? from communicating internally with IRS employees to communicating with taxpayers, Congress and state and local agencies. From handling thousands of media contacts and information requests to helping taxpayers understand and meet their tax responsibilities, C & L is vital to IRS operations.

WHAT DOES A PUBLIC AFFAIRS SPECIALIST DO? As an IRS Public Affairs Specialist Internal Communication in Internal Revenue Service, your oral and written communication skills are essential for sharing information throughout the IRS. You'll prepare communication plans to meet specific objectives, and then develop such information vehicles as electronic newsletters, web articles, emails, presentations, and video scripts. You will work with private contractors. You will work with stakeholders to develop key messages and determine appropriate distribution channels.

As a Public Affairs Specialist you will:

  • Establish and maintain mutual communication between agency leadership and employees across the Service.
  • Identify communication needs and develop informational materials that inform appropriate audiences of the agency's policies, programs, services and activities;
  • Plan, execute, and evaluate the effectiveness of information and communications programs.

Qualifications

You must meet the following requirements by the closing date of this announcement:

GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: experience that demonstrates planning, developing, coordinating and implementing a comprehensive internal communications program that required a knowledge of a wide range of communication requirements and techniques. This knowledge is generally demonstrated by assignments where you analyzed a number of alternative approaches in the process of advising management concerning major aspects of the internal communications program.

- The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
- To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

- The employment of any candidate, including a current employee or a new hire, selected for this position may be conditional upon classification and/or audit of federal tax returns.  This audit may include up to 2 years of returns.

Rating: Your application will be evaluated in the following areas: Communications and Media, Interpersonal Skills, Oral Communications/Speaking, Problem Solving, and Writing. Category rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level categories, (i.e., A = Superior, B = Highly Qualified, etc.) depending on your responses to the online questions, regarding your experience, education, and training related to this position. 

Veterans' preference is applied after applicants are assessed. Preference-eligibles will be listed at the top of their assigned category and considered before non-preference-eligibles in that category. Qualified preference-eligibles with a compensable service-connected disability of 10% or more will be listed at the top of the highest category.
