The Assistant Director (Enterprise Analytics)/Supervisory Statistician is in the Office of Analytics (OA), Office of Strategic Planning and Program Evaluation (OSPPE) of the Alcohol and Tobacco Tax and Trade Bureau (TTB).  OA oversees the strategic development and deployment of data analytic products and tools to support TTB decision-making and to improve the efficiency and effectiveness of TTB policy development, program management, and process improvement.  

The Assistant Director (Enterprise Analytics) serves as a lead advocate of data-driven decision making at TTB.  In this capacity, he/she directs a team of highly technical experts who apply scientific methods to develop analytic products for TTB.  Specific duties include –

- Leading OA’s communication and collaboration with a wide variety of TTB program offices to understand business problems, program goals, and/or policy questions;
- Leading the analysis and scoping of technical requirements, and providing analytical solutions to solve those problems;
- Leading the development and deployment of analytic products using programming languages or advanced analytic tools (such as SAS or Tableau) on a wide variety of datasets;
- Developing analytic products using agile project management principles, including delivery, iteration, and responsiveness;   
- Communicating technical issues and/or analytical findings to non-technical audiences, including through effective use of data visualizations; and
- Developing and executing a strategic plan for analytics within TTB that incorporates analytics training and workforce planning.

The above are the duties of this position at the GS-15 level. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: 
- Leads communication and collaboration with a wide variety of program offices to understand business problems, program goals, and/or policy questions; AND
- Leads efforts to analyze and scope technical requirements, and identifies and provides analytical solutions; AND
- Leads teams in the development and deployment of analytic products using programming languages or advanced analytic tools (such as SAS or Tableau) on a wide variety of data-sets; AND
- Communicates technical issues and/or analytical findings to non-technical audiences to support strategic, operational, and/or policy decision-making, including through effective use of data visualizations.

Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: 
- Collaborates with a wide variety of program offices to understand business problems, program goals, and/or policy questions; AND
- Analyzes and scopes technical requirements, and identifies and provides analytical solutions; AND
- Leads projects and/or teams in the development and deployment of analytic products using programming languages or advanced analytic tools (such as SAS or Tableau) on a wide variety of data-sets; AND
- Communicates technical issues and/or analytical findings to non-technical audiences to support strategic, operational, and/or policy decision-making, including through effective use of data visualizations.

Education

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

OR

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

CONDITIONS OF EMPLOYMENT
- A one year probationary period may be required.
- A one year supervisory probationary period may be required.
