Duties

Help

With Supervision assists higher graded specialist to:

  • Assists in the development of various planning documents that involves researching and interpreting statutes, administrative regulations, policies, directives and standards relating to natural resources, water development, environmental, and project system issues.
  • Assists in planning activities associated with conservation, preservation, restoration and use of project natural and cultural resources. Participates in activities which protect threatened and endangered species
  • Assists in program planning aspects of recreation management and development. Assists in developing plans for facility improvements which are consistent with current and future demands. Assists with plan formulation and implementation of special recreation projects and improvements.
  • Assists in the planning and coordination of special studies relating to water resource and natural resource management activities and their socio-economic and environmental impacts
  • Assists in the development of statements of work for contracts, cooperative agreements, grants, cost-share agreements, and service agreements to obtain services for multidisciplinary teams.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: Applicants must first meet the Basic Education Qualification Requirements listed below:

QUALIFICATIONS FOR GS-0401, NATURAL RESOURCES MANAGEMENT:

1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

-OR-

2. Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.

In addition to meeting the educational requirements above: 
 
GS-07:  In order to qualify for the GS-07 grade level, your resume must reflect one year of full time specialized experience equivalent to at least the GS-05 grade level in Federal service OR 1 year of graduate-level education or meet superior academic achievement.

Specialized Experience for GS-07: Specialized experience includes experience applying basic concepts, practices, principles and techniques in example experience assisting higher level employees in planning and/or implementation of environmental, and/or natural resource management activities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This position has a mandatory education requirement; you must furnish a copy of your transcript of college work completed (unofficial copy is acceptable). Transcripts must include the name of the college or university and date the degree was conferred.  Non-submission will result in you being rated not qualified for the position.

Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs. Failure to include this verification with foreign transcripts will result in an incomplete application.

Telework: Reclamation has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisory approval. Full time telework is not available for this position.

Promotion Potential: If you are selected at a lower grade than the full performance level, promotion(s) may be made at a later date without further competition. However, identification of promotion potential in this announcement does not constitute a commitment or an obligation on the part of management to promote you at some future date. Such promotion(s) will depend upon managerial discretion, the needs of the organization, and the demonstrated performance of higher level duties.  Full performance level is GS-11.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Human Resources (HR) will review resumes and transcript(s) if applicable, to ensure applicants meet the basic qualification requirements. Category rating and selection procedures will be used for evaluating this position. If you meet the basic qualification requirements, your on-line responses to the vacancy assessment questionnaire will be used to determine the quality and extent of your experience, education, training, etc., for placement in one of the following categories: 1) Best Qualified, 2) Well Qualified and 3) Qualified. Qualified candidates will be assigned a numerical score on a scale of 70-100 and Veterans with preference will be placed at the top of their respective category. The assessment questionnaire will take you approximately 30 minutes to complete.

You will be further evaluated on the following “Knowledge, Skills and Abilities (KSAs)” through the resume and responses to the online questions:

KSA# 1. Theoretical and practical knowledge of biological practices, principles and techniques sufficient to assist in the recommendations of planning and implementing environmental, recreational and natural resource management activities.

KSA# 2. Knowledge of natural resource management and related laws, policies and regulations as it pertains to biodiversity, threatened and endangered species, wetland and cultural resource protection.

KSA# 3. Knowledge of various Federal, state, tribal and local laws, regulations and programs sufficient to ensure mission compliance associated with various program development activities, i.e., water resource planning, conservation, climate adaptation, preservation, restoration and use of natural and cultural resources, recreation management, and environmental compliance programs.

KSA# 4. Skilled in oral and written communication in order to present ideas, negotiate issues and prepare reports.
