Duties

Help

This position is located in the Veterans Health Administration (VHA) and reports directly to the Principal Deputy Under Secretary for Health (PDUSH). The incumbent serves as Executive Director, Office of Healthcare Transformation. The incumbent will be responsible for consulting and overseeing the coordination and implementation of several highly complex VA and VHA initiatives and projects that span healthcare policy, operations, public health, and quality of care. This office also serves as a principal advisor to the office of the Under Secretary for Health (USH) in all matters relating to transformational initiatives.
The Executive Director provides executive leadership, strategic direction, and oversight for the implementation and transformation of health care services within VHA that result in an improved healthcare delivery system and health plan administration.
The Executive Director will provide oversight with all areas of health care administration and delivery, including, hospital practice, managed care, and healthcare policy. The Executive Director is responsible for ensuring oversight and guidance to program offices within VHA towards the development of a structured work plan to organize the work on Department and Administration health care systems initiatives, and to track and evaluate processes to ensure goals are obtained and measured for effectiveness of desired outcomes.
The Executive Director will oversee the department leading the concept design, development, and implementation of Secretary and USH initiatives, and other national issues including better use of health care technology, the reduction of disparities in health care, and improved healthcare access to the Veteran population.

Qualifications

To meet the minimum qualifications, applicant must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your TQ(s) in a word document and then upload into the system.

TQ1: Experience in providing oversight, direction and guidance in health care management areas to include; performance measurements/improvements, fiscal and revenue generation, capital asset planning, strategic planning, public relations and communications, information technology, and program integrity for a large health care delivery system.
