Summary

You will serve as a Historian or Architect in the Cultural Resources and Tribal Relations Product Line of the Naval Facilities Engineering Command Northwest (NAVFAC NW).

This position primarily focuses on work related to the National Historic Preservation Act (NHPA), the American Indian Religious Freedom Act, Native American Graves Protection and Repatriation Act, Archeological Resources Protection Act (ARPA), and National Environmental Policy Act (NEPA).

Duties

Help
  • You will provide environmental planning and cultural resources expertise, coordination, and support to Naval Engineering Facilities Command Northwest (NAVFAC NW) and supported commands.
  • You will identify future requirements and use these projections to develop cultural resources program budgets and an execution plan for the current execution year and future budget cycles.
  • You will write cultural resources documents and provide technical oversight of such documents developed by others.
  • You will review new cultural resources related laws and regulations and determine potential impact to Navy installations and operations.
  • You will make recommendations pertaining to the selection of alternative plans that will reduce the impact of prospective projects on cultural resources or that will mitigate potential impacts.

  • Must be qualified under the professional standards of the Secretary of the Interior contained in the National Historic Preservation Act regulations 36 CFR 61. Incumbents not certified must meet the requirements within 24 months after assignment.
  • May be required to complete a Confidential Financial Disclosure Report, OGE-450, annually.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Facilities Engineering Level 2. Certification is required within 24 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for the series in which you are applying, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1) Providing cultural resources support to an organization in areas related to the National Historic Preservation Act (NHPA), American Indian Religious Freedom Act, Native American Graves Protection and Repatriation Act, Archeological Resources Protection Act (ARPA), and National Environmental Policy Act (NEPA);
2) Interpreting and implementing existing and proposed federal, state, and local programs, policies, laws, and regulations related to cultural resources, NEPA documentation, interagency coordination, and community planning; and
3) Evaluating proposed facilities or projects to ensure they follow compliance requirements for environmental, cultural resources, and natural resources.

Education

Applicants for the Professional Historian Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

You have successfully completed a degree in history or related field that included at least 18 semester hours in history.

OR

You have a combination of education and experience with courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, plus appropriate experience or additional education.

Applicants for the Professional Architecture Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a bachelor's or higher degree in architecture.

OR

Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

OR

Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR you lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required).
