The primary responsibility of a Student Trainee (Investigative Analyst) is to continue learning and gaining experience as it relates to Federal laws of evidence, rules of criminal procedure, and precedent setting court decisions to gather evidence and conduct research and analysis of cases through job and classroom training.

The student will perform limited program analysis assignments that are developmental and recurring in nature including functions such as the following at the GS-4 and GS-5 grade level:

  • Assist in researching and collecting, data, studies, and patterns, on regional/nationwide healthcare fraud activities in support of the prevention of HHS related fraud.
  • Assist in preparing and/or reviewing written memorandums to support investigations and other work assignments.
  • Assist in utilizing databases and technologies to more effectively and efficiently support cases and the overall OIG mission. Conducts searches and data analysis, inputs complaints and prepares reports, utilizes claims data systems such as ONE PI as well as NCIC, SSN, and DMV databases to further investigations, inputs billing data and bank records into various computer software databases and applications.
  • Perform various administrative functions to support the day-to-day operations of the office; assists with ad-hoc assignments, as directed by management. Participate in intra-and/or inter-regional/branch activities as directed by management.

Eligibility

Current students in an accredited high school, college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs; or other qualifying educational institution pursuing a qualifying degree or certificate.

Program Administration
  • The Internship Program is primarily administered by each hiring agency.
  • Agencies may hire Interns on a temporary basis for up to one year for an initial period, or for an indefinite period, to complete the educational requirement.
  • Interns may work either part- or full-time.
  • Each agency must sign a Participant Agreement with the Intern that sets forth the expectations for the internship.
  • Intern's job will be related to the Intern's academic career goals or field of study.
Program Completion and Conversion

Interns may be converted to a permanent position (or, in some limited circumstances, to a term position lasting 1-4 years) within 120 days of successful completion of the program.

To be eligible for conversion, Interns must:
  • Complete at least 640 hours of work experience acquired through the Internship Program
  • Complete their degree or certificate requirements
  • Meet the qualification standards for the position to which the Intern will be converted
  • Meet agency-specific requirements as specified in the Participant's Agreement, and
  • Perform their job successfully.
At the discretion of OIG, we may credit or waive, for conversion eligibility, up to 320 of the required 640 hours of work for Interns who demonstrate high potential as evidenced by outstanding academic achievement and exceptional job performance. In addition, students working in agencies through third-party intern providers may count up to 320 of the hours they work toward the 640-hour requirement. Time spent under previous Internship Program appointments may count towards required work experience hours.

Qualifications

These positions are for current students enrolled in an accredited college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs; or other qualifying educational institution pursuing a qualifying degree or certificate.

This is an excepted service, developmental appointment under the OIG Pathways Internship Program. After the Intern successfully completes the developmental program and meets the OPM Qualification Standards for an Investigative Analyst, OIG may non-competitively convert the Intern to a term or permanent appointment in the competitive service.

Note: Conversion is not guaranteed and is based on the needs of OIG. At the agency's discretion, this position may allow for promotion eligibility. Upon conversion, the Investigative Analyst GS-1805 has promotion potential to the GS-13 grade level. This position may have flexibility for a full-time or part-time work schedule.

Internship Eligibility Requirements:

Individuals accepted for enrollment (must provide an acceptance letter from the academic institution on letterhead and provide proof of student confirming acceptance) or students enrolled (you must provide unofficial academic transcripts) from an accredited college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs; or other qualifying educational institution pursuing a qualifying degree or certificate.

To qualify for the GS-04 grade level, the applicant must:

  • Have graduated from high school and successfully completed at least two years of academic education above the high school level; OR
  • Have at least one year of general experience is any type of work that displays the ability to perform the work of the position as demonstrated through assisting in research, data collection, and studies, assisted in preparing or reviewing written memorandums; OR
  • Have a combination of general experience and education.

Note:One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks. To determine if you qualify based on a combination of education and experience, first determine your education as a percentage (e.g., 30 semester hours divided by 60 equals 50%); then determine your experience as a percentage (e.g., 6 months general experience divided by 12 equals 50%); finally, add the two percentages and if the total equals 100% or more, you qualify (e.g., 50% + 50% = 100%).

To qualify for the GS-05 grade level, the applicant must:
  • Have completed a 4-year course of study leading to a bachelor's or equivalent degree; or a Bachelor's degree; OR
  • Have 3 years of progressively general experience, 1 year of which was equivalent to at least a GS-4 as described above. Progressively general experience is any type of work that displays the ability to perform the work of the position as demonstrated through analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing; OR
  • Have a combination of education and general experience for the GS-05 grade level.
Experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform the work.
