The incumbent serves as a senior marketing and planning expert with responsibility for authoring and helping to manage the implementation of marketing plans on behalf of OCOMM.
Provides strategic and creative vision for large marketing initiatives and campaigns to achieve objectives using effective communication channels such as,
but not limited to, Public Service Announcements, social media, websites, videos, billboards and various written materials.
Develops and implements marketing and communication plans for advertising campaigns for various media platforms.
Conducts analysis of ongoing and concluded campaigns to make recommendations for improvement.
Coordinates, supports, analyzes, and reports on various marketing activities, which may support the Associate Commissioner in the maintenance of the annual marketing budget and fulfilling strategic goals and objectives.

Qualifications
Applicants must have 52 weeks of specialized experience at the GS-12 level, or equivalent, which is in or related to the work of the position to be filled, that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To qualify applicants experience must include authoring and helping to manage the implementation of marketing plans, identifying communication needs and developing informational materials that inform appropriate publics of policies, programs, services and activities. The specialized experience must also include applying current analytical and research techniques, principles and practices in order to gather, assemble, and analyze market data and draw conclusions.
In addition to the above qualifications, applicants must meet 4 out of 5 of the following experience indicators for the SELECTIVE PLACEMENT FACTOR: Skill in applying current analytical and research techniques, principles and practices in order to gather, assemble, and analyze market data and draw conclusions.
Experience using customer relationship management (CRM) tools for marketing campaign tracking and report generation.
Experience using website analytics software, such as Google Analytics, to analyze user behavior.
Experience using online advertising platforms, such as Google Ads, to target and measure the effectiveness of online advertising.
Experience setting goals for social media platforms and drawing conclusions on whether the goals were met using analytics tools, such as Hootsuite.
Experience designing, testing, and implementing email marketing automation workflows and drawing conclusions on their effectiveness.
