Duties

Help

As a Lead Program Analyst (Evaluator), you will:

  • Directs the work of audit or evaluation teams, ensuring that SIGTARP’s mission and goals are communicated and integrated into the staff members’ work plans, strategies, and objectives, including priorities for the multiple audit and evaluations conducted by the group. Sets objectives for individual audits and evaluations in conformance with national guidelines and ensures development of quality audit and evaluation plans by continually monitoring and analyzing national and local events to identify information changes, opportunities, and problems that may influence the particular assignments.

  • Provides leadership for particular audits or evaluations by directing and communicating the assignment, work objectives, milestones and program issues under review. Addresses deadlines and timeframes and audit or evaluation standard requirements with a continual emphasis on the need for quality in all areas. Ensures that the results of the individual assignments are consistent with auditing or evaluation standards and objectives set by higher levels of management. Reviews in-progress audits or evaluations to ensure adherence to work plans and conformance with professional, regulatory, and quality requirements.

  • Coaches the team in appropriate problem solving methods analytical techniques, provides advice on work methods and assists individuals with identifying the parameters of a viable solution. Often devises innovative solutions to problems. Instructs technical employees in the proper auditing and evaluation methods and procedures and oversees the work. Ensures that the assigned team members have the required skill level to conduct the audit or evaluation. Serves as a facilitator in building consensus among team members.

  • Reviews and finalizes audit or evaluation memoranda and reports which are timely, well written, complete, and supportive of the findings. Assumes responsibility for the quality of the final report that is expected to be completed without any technical changes.

  • Conducts such functions as problem definition, intensive planning, coordination of many activities, and comprehensive analysis of a variety of functions and activities, all in accordance with Government Auditing Standards or Quality Standards for Inspection and Evaluation.

The Special Inspector General for the Troubled Asset Relief Fund has the authority to appoint highly qualified re-employed annuitants with a salary offset (reduction) waiver.   Appointments may be permanent or temporary, not to exceed one year, which may be extended yearly. All re-employed annuitants serve at the will of the agency head and appointments do not confer tenure.

The Office of the Special Inspector General for the Troubled Asset Relief Program (SIGTARP) was established at the Department of the Treasury under the Emergency Economic Stabilization Act of 2008. The mission of SIGTARP is to conduct, supervise, and coordinate audits and investigations of the purchase, management, and sale of assets by the Secretary under the TARP. We are looking for people to join our team as we take on our responsibility to oversee this historic program and its participants.

Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as:

  • Conducting detailed and controversial performance audits of federal government programs using the Government Auditing Standards (GAGAS, GAO Yellow Book), or evaluations using the Quality Standards for Inspection and Evaluation (Council of the Inspectors General [CIGIE] Blue Book.

CONDITIONS OF EMPLOYMENT
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency

- Obtain and use a Government-issued charge card for business-related travel.
- File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
- Undergo an income tax verification.
