Duties

Help
  • Apply knowledge of marine wildlife biology and statistics to help set priorities and develop proposals and study plans for high priority marine birds and other island-dwelling and nearshore marine wildlife.
  • Prepares and presents written and verbal briefings on major conservation issues for managers and others.
  • Provides expert advice to resource professionals at the Federal, State and local levels on technical, scientific or policy matters pertaining to ecosystems.
  • Plans and coordinates field studies and provides technical oversight of technicians and volunteers.
  • Provide long-range resource planning, program direction, coordination and evaluation of wildlife management and related activities for sites within the conservation estate.
  • Establishes appropriate databases for data on marine wildlife and habitats.

Qualifications

BASIC EDUCATION REQUIREMENTS: Bachelor's Degree with a major in a biological science that includes the following course work: 1) at least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; AND 2) at least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects; AND 3) at least 9 semester hours in botany or the related plant sciences.OR Combination of education and experience that is equivalent to a major in a biological science. This combination must includes 1) at least 9 semester hours in wildlife subjects as described above; AND 2) 12 semester hours in zoology subjects as described above; AND 3) 9 semester hours in botany as described above PLUS appropriate experience or additional education.

You may qualify at the GS-11 level, if you fulfill the following qualification requirement:One year of professional wildlife experience equivalent to the GS-9 level in the Federal service. Examples of specialized experience: prepare wildlife portions of environmental assessments, perform environmental impact analyses on threatened and endangered species, plan and conduct wildlife field inventories and monitoring studies, interpret data and prepare wildlife management plans.OR have completed 3 years of graduate education leading to a Ph.D. or a Ph.D. or equivalent doctoral degree in wildlife biology or a directly related field.OR have completed a combination of graduate education and experience which together equals 100% of the requirements.

You may qualify at the GS-12 level, if you fulfill the following qualification requirement:One year of wildlife biologist's experience equivalent to the GS-11 grade level in the Federal service. Examples of specialized experience: analysis of wildlife resource conditions; formulation or recommendations on policies and procedures; study of wildlife populations, development and coordination of annual plan of work for assigned area of wildlife program or project; or work that demonstrated a professional understanding of wildlife biology and applying it to an intensive wildlife program. Work at this level consists of investigating and analyzing data on wildlife resources, identifying conservation issues, and recommending or implement solutions that satisfy resources management objectives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-12. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

  • Knowledge of the theories, principles, concepts and methods of wildlife biology and wildlife management; professional knowledge of the habitat, status, ecology, conservation of wildlife species and related biological and physical science disciplines to develop and implement biological programs and/or scientific studies.
  • Ability to design and safely conduct a variety of biological surveys and investigations, including planning complex logistics in remote areas involving boats and aircraft, in order to write biological reports, scientific papers, briefings, and the wildlife potions of environmental assessments.
  • Knowledge of resource planning and budgeting to perform statistical analysis of biological data, interpreting results from statistical analyses, drawing rational and objective conclusions, preparing clear, concise technical and administrative reports on the results, and ability to transform findings of studies into practical applications for wildlife species.
  • Ability to communicate orally and in writing in a effective, clear, and tactful manner in interagency and public forums that may involve interactions with Alaskan natives, and ability to interact in a culturally sensitive, tactful, and objective manner.
