Summary

This position is part of the Western Washington Fish and Wildlife Conservation Office. As a Biological Science Technician, you will be responsible for collecting and organizing biological data on Pacific salmon returning to three National Fish Hatcheries on the Olympic Peninsula; conducting census surveys; habitat restoration and monitoring; entering and retrieving data from GIS; and preparing data for reports.

Duties

Help

  • Primarily, collects and organizes biological data on Pacific salmon returning to three National Fish Hatcheries on the Olympic Peninsula.
  • Retrieves coded wire tags from Pacific salmon and prepares tags for processing.
  • Assists in conducting biological surveys as part of ongoing field investigations.
  • Assists in carrying out biological management actions designed to address needs of aquatic species and/or habitats.
  • Collects and records biological and physical environment data from field investigations following established procedures using variety of field equipment and/or computer software programs.
  • Collects biological samples ensuring correct documentation, reporting, storage, transport and delivery of samples taken.
  • Uses automated databases to enter, organize and retrieve field data, using standard statistical methods in preparation of wildlife and/or botany reports.
  • Prepares biological data using a variety of database software programs for inclusion in biological reports.
  • Enters and retrieves data from geographic information systems (GIS) and/or other information management systems.
  • Prepares segments of recurring reports such as monthly activities and progress reports on individual projects.
  • Assists in preparing news release drafts for area media, and/or presenting informational or educational programs to individuals, local organizations, and schools.
  • Provides basic information on fish and wildlife resources and the United State Fish and Wildlife Service to groups and individuals.

Qualifications

Only experience and education obtained by 07/31/2019 will be considered.

You may qualify at the GS-05 level, if you fulfill one of the following qualification requirements:
A. One year of specialized experience equivalent to the GS-04 grade level in the Federal service
that demonstrated your ability to conduct field surveys of fish abundance; identify and monitor number and distribution of fish species; participate in studies of fish habitat conditions; assist with fish capture and tagging procedures; and record, compile, and organize biological data; OR
B. Completion of a full four-year course of study above high school leading to a bachelor's degree with major study or at least 24 semester hours in any combination of scientific or technical courses such as biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture, or mathematics, that includes at least six semester hours of courses directly related to fishery subjects, such as fishery biology, ichthyology, limnology, aquaculture, etc.; OR
Have a combination of qualifying experience and education as described in A and B above, that equals at least 100% of the minimum qualification requirements. My transcripts show that I have education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree that is creditable toward meeting the specialized experience requirements. My resume clearly demonstrates my experience and I will submit my transcripts (and course descriptions from the school, if any work is not easily recognizable on transcripts) to verify my education accomplishments.

Land Management Workforce Flexibility Act (LMWFA),P.L. 114-47
Allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures:
Current appointees:
·Must have been hired under competitive examining procedures to a time limited appointment with a land management agency.
·Must have served under 1 or more time limited appointments by a land management agency for a period totaling more than 24 months without a break in service of 2 or more years; AND
·Must have performed at an acceptable level.
Former appointees:
·Must have been hired under competitive examining procedures to a time limited appointment with a land management agency,
·Must have served under 1 or more time limited appointments by a land management agency for a period totaling more than 24 months without a break in service of 2 or more years;
·Must apply for position within 2 years after separation,
·Must have been separated for reasons other than misconduct or performance; AND
·Must have performed at an acceptable level
Note: You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA.

Public Land Corps (PLC) Hiring Authority
(1) In order to be eligible for PLC non-competitive status, a former member of the PLC must provide documentation, as part of their application, verifying their eligibility and meet the following criteria:
(a) Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC;
(b) Applied to a vacancy announcement for which applications are being accepted from individuals with non-competitive status;
(c) Meet the Office of Personnel Management (OPM) minimum qualification standards stated in the vacancy announcement for the position which you are applying; and
(d) Completed his/her most recent Corps service, which provided him/her with a total of 640 hours, inclusive of 120 hours on a PLC project as defined in 16 USC 1723(d), within the last two (2) years.
(2) Appointments must be effected within the two years requirement.
(3) The two year time-frame cannot be extended.
(4) Selectees will be subject to a probationary period.
(5) This authority may be used for General Schedule and Federal Wage System positions.

Education

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

TEMPORARY 1039: This is a full-time temporary position not-to-exceed 1 year that will total less

appointments may be eligible for health benefits through the Federal Employees Health Benefits
program and, if eligible, will receive the same government contribution as full-time permanent

  • Knowledge of fish species specific to the designated survey areas sufficient to complete the field investigation and gather required data within the timeframe allotted.
  • Ability to capture, handle, tag, and take collections from species of fish studied.
  • Ability to collect biological and water resources data from field investigations and report findings.
  • Ability to follow detailed sampling and laboratory procedures and recognize departures from established quality control and quality assurance guidelines.
  • Ability to communicate orally in order to meet and exchange information with individuals encountered in the scope of regular duties.
  • Skill in written communication sufficient to write reports.
