Summary

This position is located at the Continental District Office, National Cemetery Administration located in Denver, CO. The incumbent, as a Cartographic Technician, is responsible for providing assistance to the Geographic Information System / Global Positioning System (GIS/GPS) Program Manager. Incumbent has responsibility for a variety of administrative and program support functions in the Continental District. The GIS Program provides GIS mapping and support for all National Cemeteries.

Duties

Help

Under the technical direction of the GIS/GPS Program Manager and supervision of the Chief, Cemetery Development & Improvement Service, the incumbent performs GIS/GPS mapping, data development, training and support for the assigned District. The incumbent analyzes current and proposed programs to evaluate their actual or potential effectiveness in establishing and achieving goals and objectives set by the agency. He/She is considered the expert in GIS/GPS for the assigned District and will, as part of the GIS program team, directly coordinate GIS/GPS functions with the District. Serves as the District Cartographic Technician and as a technical representative, troubleshoots, reviews, and resolves problems for the most complex mapping work; keeps internal customers informed of their work request status; and assists others in the use of different software and·hardware required to complete their work associated with the GPS and GIS processes. Incumbent produces maps, charts, drawings and illustrations to meet various technical requirements. Coordinates closely with end-users to assure GIS product needs are accurately defined and communicated. May be required to present and train field employees on the use of GIS/GPS.

The incumbent must be well versed in GIS/AutoCAD and have experience with ARCGIS. Not having this experience listed on your resume may result in the loss of consideration.

Qualifications

To qualify for this position, applicants must meet requirements by the closing date of this announcement, 07/26/2019.

Selective Placement Factor: Your resume must reflect at least one year of knowledge and experience in Cartographic concepts, principles and practices and familiarity and experience using GIS/GPS and Auto-CAD systems.

You may qualify based on your experience, as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: a thorough knowledge of cartographic concepts, principles and practices, and proven familiarity with GIS/GPS and Auto-Cad systems. Also, examples should include knowledge of cartographic standards, methods, practices, and techniques as well as the use of software appropriate to cartography.

Physical Requirements: Occasional physical activity is required for on-site data gathering, during field work, field training sessions, and system operational and quality assurance inspections. The work is primarily sedentary, although some slight physical effort may be required e.g. walking, standing, carrying equipment items related to Spatial Technologies, Geographic Information Systems (GIS) and Global Positioning System (GPS) issues, and driving or traveling by motor vehicle and airplane. The work requires regular and recurring periods of prolonged sitting and leaning, in the setup and operation of electronic drafting equipment, such as GIS work stations which in turn require normal dexterity with a marked degree of eye-hand coordination and prolonged periods of work concentrating on the work station monitor.
