The Directorate Data & Analytics Officer (DDAO) would be responsible for establishing and maintaining directorate-wide data vision, data governance, quality, architecture and analytics ensuring ENG maximizes the value of its data assets to fulfill the mission of the directorate. Specific duties include the following:
Work closely with the ENG Senior Management team to address data assets and needs to enable ENG to harness information to improve operational efficiency and support data-driven decision making and strategy setting. Develop and implement an effective data governance structure in ENG with a focus on strategic data asset development.
Develop data management policies and practices to ensure data is available, reliable, consistent, accessible, secure and timely across the directorate to support the mission and activities of ENG; Lead the ENG data governing body, and the ENG directorate-wide data analytics working group.
Design robust data architecture and leverage sound infrastructure -- enabling ENG to maximize opportunities for data analytics innovations while meeting NSF data compliance mandates in privacy and security.
Represent the Division and Foundation within the scientific community, with other NSF Divisions, with other appropriate agencies and organizations, and with the public, accurately reflecting NSF policy and positions.
Develop and implement an effective data governance structure in ENG with a focus on strategic data asset development.
Develop comprehensive ENG data analytic strategic plan and building capabilities to help the directorate gain insight and perspective on ENG data, and support both tactical and strategic decision-making.
This position has supervisory responsibilities. As a Supervisor, plans, assigns, and reviews subordinate' work. Sets priorities and goals for employee and resolves work problems. Establishes deadlines and ensures timely completion of work assignments; assigns work according to complexity of the work, the capability of the employee, and needs of the Office. Coordinates with subordinate concerning matters of work accomplishments, priorities, and procedures. Manages the unit's workload, and oversees attendance and leave, approving leave requests and timecards.
Advises employees of the performance requirements of their positions, keeps them informed of progress, and prepares the annual performance appraisal.

Candidates must have a Ph.D. degree in an appropriate field plus after award of the Ph.D., six or more years of successful research, research administration, and/or managerial experience pertinent to the position; OR a Master's Degree in an appropriate field plus after award of the degree, eight or more years of successful research, research administration, and/or managerial experience pertinent to the position.
This position is outside the competitive civil service.
