Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Specialized experience: Your application or resume must clearly show that you possess the specialized experience requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

For the GS-05 level:
Applicants must have one year of specialized experience equivalent to the GS-04 level (or its non-Federal equivalent). Specialized experience for this position includes experience interpreting and applying standard Human Resources rules, procedures and requirements related to a Human Resources functional area (i.e. employee benefits, recruitment and placement, personnel/payroll processing, classification, employee/labor relations, employee development) in order to prepare a variety of personnel documents and experience performing customer service activities by responding to Human Resources related inquiries in person or in writing.
OR
Successful completion of four full years of education above the high school level for which high school graduation or the equivalent was a prerequisite.
OR
A combination of post-high school education (at least 60 hours or more) and specialized experience that together meet the qualification requirements for this position.

For the GS-06 level:
Applicants must have one year of specialized experience equivalent to the GS-05 level (or its non-Federal equivalent). Specialized experience for this position includes interpreting and applying standard Human Resources rules, procedures and requirements related to a Human Resources functional area (i.e. employee benefits, recruitment and placement, personnel/payroll processing, classification, employee/labor relations, employee development) in order to prepare a variety of personnel documents; experience utilizing automated personnel systems to process personnel actions; and experience performing customer service activities by responding to Human Resources related inquiries in person or in writing.

For the GS-07 level:
Applicants must have one year of specialized experience equivalent to the GS-06 level (or its non-Federal equivalent). Specialized experience for this position includes experience interpreting and applying standard Human Resources rules, procedures and requirements related to a Human Resources functional area (employee benefits, recruitment and placement, personnel/payroll processing, classification, employee/labor relations, employee development) in order to prepare and review/verify a variety of personnel documents; experience utilizing automated personnel systems to process personnel actions and resolve issues related to automated processing activities; and experience performing customer service activities by responding to Human Resources related inquiries in person or in writing.

NOTE: Grades recruited for are the GS-05/06/07; however, not every USDA agency and location will select for all or any grades. Selections will be made according to agency needs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Equivalent combinations of education and experience are qualifying for the GS-5 level only.

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:
