Duties

Help

Individual selected will coordinate and collaborate on work activities, study designs, and proposed projects with other Service biologists, Air force staff, and collaborating organizations, collaborate with the Air Force, other agencies, partners or special interest groups on natural resource written plans, and provide advice and support on natural resource issues to Air Force, other agencies, partners or special interest groups.

Duties of the position include but are not limited to the following:

  • Prepare and/or review biological reports, environmental assessment/impact statements, or comprehensive resource planning reports to evaluate environmental consequences of proposed Federal actions and apply knowledge of the Endangered Species Act, Migratory Bird Treaty Act, Bald Eagle and Golden Eagle Protection Act, and Sikes Act to management of installation natural resources.
  • Assist with implementation and carrying out of management plans, studies and investigations required for species and natural resources management and develop comprehensive fish and wildlife management plans to ensure preservation, protection, and enhancement of fish and wildlife and their habitats.
  • Design a scientifically repeatable project protocol for monitoring effects of an action or restoration on trust species and their habitat and maintain data files and research project records in an efficient and easily accessible manner.
  • Interpret field observations and data for the purpose of determining effects on fish and wildlife resources, interpret policy and guidelines to coordinate biological program activities, investigate, formulate, and execute biological and habitat management programs, and apply knowledge of the theories, principles, practices, and techniques of fish and wildlife biology and management to conservation management efforts.
  • Conduct investigations of the status, life history requirements, habitat availability, and conservation/recovery needs for various species, including threatened or endangered species, candidate species, and other species of special concern and conduct surveys and assessments of endangered and threatened species and provide management information to Air Force, other agencies, partners or special interest groups.
  • Act as a team member at interagency planning sessions and other meetings to present technical information pertaining to land resources, endangered species, wetlands, and other natural resources issues to a variety of audiences, present technical biological information such as the results of species and habitat work to internal and external customers and the general public, present educational, informational, and guidance material for staff and interested agencies, groups and individuals, and present information and field questions from a variety of audiences, including: supervisors, other resource professionals, interest groups, industry/developers/consultants, and/or organizations.
  • Explain technical workflow or processing steps clearly and concisely, negotiate with others to reach consensus on biological planning and conservation design issues to address natural resource issues, participate as part of a team in writing segments of biological reports, prepare all kinds of routine correspondence concerning fish and wildlife issues, and prepare routine correspondence including species lists, memos and letters concerning fish and wildlife issues.

Qualifications

Only experience and education obtained by 07/25/2019 will be considered.

Basic Education Requirement for the 0401 Occupational Series:

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR

Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

Minimum Qualifications for the GS-9 grade level:

One year of specialized experience comparable in difficulty and responsibility to at least the GS-07 grade level in the Federal service. Examples of specialized experience may include: Planning and conducting environmental impact assessments; Conducting private land habitat restorations; Assisting in the consultation process pursuant to Section 7 of the Endangered Species Act (ESA); Assisting in the development of fish and/or wildlife management plans; Reviewing reports and permit applications; Communicating with others both verbally and in writing. OR

Two years of progressively higher level graduate education (36 semester hours) leading to a master's degree or master's or equivalent graduate degree in a discipline appropriate to the position. OR

A combination of graduate education and specialized experience that together meet the qualification requirements for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

CONDITIONS OF EMPLOYMENT:

DRIVER'S LICENSE: You must possess and maintain a valid State driver's license at all times during your tenure in order to operate Government-owned motor vehicles.
PHYSICAL DEMANDS: Work requires some physical exertion such as walking over wet, rough, uneven, or rocky surfaces; bending, crouching, stooping, stretching, reaching, or similar activities.
WORK ENVIRONMENT: Work is performed inside and outside. The office is adequately lighted, heated, and ventilated. Temperature and weather extremes may be encountered.
