Summary

This position is part of the Overseas Private Investment Corporation (OPIC), Department of Financial & Portfolio Management (DFPM). The incumbent is responsible for performing a variety of accounting support and financial assistant duties which affect the accuracy and acceptability of accounting and budget information covering program and administrative activities; and the timely availability of funds to continue the conduct of mission-oriented functions.

Duties

Help
  • Provide accounting and budget assistance in support of the accounting and budget functional responsibilities of the Department.
  • Handle all aspects of vendor invoices, employee expense reimbursement requests, lnteragency Payment and Collection (IPAC) and Embassy charge transactions.
  • Review payment documents, enter transactions, handle check cancellations and maintain accounts payable files.
  • Handle all aspects of cash receipts from public and federal sources, enter and reconcile receipts, run queries regarding project-related receipts and maintain relevant files.
  • Manage the metro check transportation subsidy program. Work with OPIC departments to ensure that new participants receive monthly subsidy and order metro checks as needed; disburse metro checks to employees.
  • Reconcile inventory of metro checks ordered and disbursed with amount on hand to ensure proper controls over a monetary asset.
  • Prepare monthly Accounts Payable using Generally Accepted Accounting Principles (GAAP)/ Statement of Federal Financial Accounting Standards (SFFAS).
  • Identify reconciling items and differences, investigate the cause or source of the differences, and recommend corrective actions as needed.

Qualifications

Specialized Experience

Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position.

At the GS-5 grade level, applicants must meet one of the following:

A. One year of specialized experience that is equivalent in difficulty and level of responsibility to that of the GS-4 grade level in the Federal service using standardized procedures to process recurring financial transactions, entering data into financial or payment systems, and correcting invalid/incorrect entries; OR

B. A BA/BS degree or four years of education above the high school level. This education was obtained at an accredited business, secretarial or technical school, junior college or university; OR

C. An equivalent combination of specialized experience and education as described above.

At the GS-6 grade level, applicants must meet one of the following:

A. One year of specialized experience that is equivalent in difficulty and level of responsibility to that of the GS-5 grade level in the Federal service utilizing an automated system; working with general ledger accounts; reconciling and adjusting accounts and bank statements; coordinating deposits, collections, and receipts; reviewing and preparing reports; and training other staff on appropriate financial procedures; OR

B. A half year of graduate level education (9 semester hours, 13.5 quarter hours), in a field of study directly related to the work of the position; OR

C. An equivalent combination of specialized experience and graduate level course work as described above.

At the GS-7 grade level, applicants must meet one of the following:

A. One year of specialized experience that is equivalent in difficulty and level of responsibility to that of the GS-6 grade level in the Federal service applying knowledge of automated accounting systems to resolve discrepancies; providing accounting and budgeting assistance; working with general ledger accounts; reconciling and adjusting accounts and bank statements; coordinating deposits, collections, and receipts; reviewing and preparing reports; training other staff on appropriate financial procedures; and researching regulations and procedures to resolve accounting problems and providing reports of findings to accountants; OR

B. One year of graduate level education (18 semester hours, 27 quarter hours) in a field of study directly related to that work of the position; OR

C. An equivalent combination of specialized experience and graduate level course work as described above.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.
