  • Planning, designing, implementing and managing public affairs programs, campaigns, projects and/or studies;
  • Responding directly to major national and international media inquiries on significant bureau issues and operations;

  • Advising senior organizational officials on public affairs strategies and providing administrative and technical supervision for assigned staff; and

Time-in-Grade: Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met by the closing date of this announcement.

Background Investigation: To ensure the accomplishment of our mission, DHS requires every employee to be reliable and trustworthy. To meet these standards, all selected applicants must undergo and successfully obtain and maintain a background investigation for Top Secret as a condition of placement into this position. This may include a credit check, a review of financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.

Qualifications

You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the federal service, performing duties such as:

  • Managing public relation programs and advising management on public affairs activities and programs in assigned areas;
  • Providing consultation to management in the development of public affairs activities and materials for internal/external use;
  • Establishing performance expectations and guidelines; developing work improvement plans and recommending personnel actions as necessary; and
  • Providing advice and counsel to employees on work related and administrative matters.

Supervisory/Managerial Probationary Period: Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a 1-year probationary period. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.
