Duties

Help

Job duties include but are not limited to the following:

  • Coordinate and facilitate activities pursuant to sections 4,6,7,8, and 10 of the Endangered Species Act.
  • Plan, investigate, conduct, and review on-site ecological investigations
  • Conduct private lands program habitat restorations, including landowner contacts, mapping, surveying, staking, construction monitoring, seeding, and other related activities, and prepares management plans for restored areas.
  • Develop cooperative agreements with Federal, tribal, state, local, and private individuals and organizations for large and complex wetland preservation, enhancement, and restoration projects on private, tribal, and public lands.
  • Review and implementation of statutes, regulations, and policies related to water and land resources development proposals, especially those pertinent to the Fish and Wildlife Coordination Act, National Environmental Policy Act, Clean Water Act, and Endangered Species Act.
  • Prepares objective and complete written reports and other documents and delivers oral presentations

Qualifications

Only experience and education obtained by July 15, 2019 will be considered.

Basic Education Requirement for the 0401 Occupational Series:

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
Combination of education and experience: Courses equivalent to a major, as mentioned above, plus appropriate experience or additional education.

Minimum Qualifications for the GS-11 grade level:
One year of specialized experience comparable in difficulty and responsibility to at least the GS -09 grade level in the Federal service. Examples of specialized experience may include: planning and conducting a wide variety of complex investigations to determine the impacts upon fish and/or wildlife resources; Reviewing permit applications; Conducting private land wetland restorations; Developing fish and/or wildlife management plans; Reviewing legislation or regulations pertaining to natural resource management. OR
Three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a discipline directly related to the position. OR
An equivalent combination of experience and graduate level education beyond the second year.

Minimum Qualifications for the GS-12 grade level:
One year of specialized experience comparable in difficulty and responsibility to at least the GS -11 grade level in the Federal service. Examples of specialized experience may include: Coordinating and facilitating activities pursuant to sections 4,6,7,8, and 10 of the Endangered Species Act; Planning and conducting status surveys for both listed and candidate species; Planning, conducting, and reviewing ecological investigations; Conducting private land wetland restorations; Developing fish and/or wildlife management plans; Reviewing legislation or regulations pertaining to natural resource management; Preparing responses to inquiries in conformance with agency and departmental policy.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-11/12. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11/12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

PHYSICAL DEMANDS: Work requires some physical exertion such as walking over wet, rough, uneven, or rocky surfaces, as well as bending, crouching, stooping, stretching, reaching, or similar activities. Must be able to frequently lift and carry parts and equipment weighing up to 5 pounds and occasionally over 15 pounds.
WORK ENVIRONMENT: The position requires both office and outdoor work. The office is adequately lighted, heated, and ventilated. Temperature and weather extremes may be encountered in the performance of outdoor work.

  • Ability to assess, select, and make optimum use of data, methods, and precedents bearing on stated duties and responsibilities.
  • Skill in communicating effectively orally to present completed staff work, correspondence, reports and recommendations, and to communicate effectively in interagency and public forums.
  • Skill of a highly developed nature in written communication, including skill in writing objective reports requiring a minimum of review and editing.
