Duties

Help

Major duties: 

Participates in the performance of audits of all organizations, programs, activities, and functions within or supported by the Department of Labor. Uses electronic spreadsheet, word processing, and database applications to assist in performing the duties of the position.

Participates in performing preliminary surveys of accounting activities, operational methods, and internal controls of entities by helping conduct the necessary research of laws, regulations, internal policies and procedures, contracts, grant documents, etc.

Assists a higher graded auditor in drafting audit programs, including the planned objectives, scope, methodology, timetable, and required resources of the audit.

Conducts on-site interviews on non-controversial subjects, analyze pertinent records to accomplish audit objectives, and prepares work papers to document the results of audits. Attends entrance conferences with senior officials of the entity being audited. Attends exit conferences designed to inform appropriate officials of the results of the audit.

Assists a higher graded auditor in preparing written reports of findings and recommendations of reviews.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, in the Federal Service.

Applicants must meet one of the following criteria for the GS-7 grade level:

A. 52 weeks of specialized experience, equivalent to the GS-5 grade level in the Federal service utilizing basic knowledge of auditing and/or accounting principles and procedures; working as part of an auditing and/or accounting team; and accomplishing basic auditing and/or accounting data collection.


B. One year of graduate level education in accounting or in a related field such as business administration, finance or public administration. An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent one academic year of full-time study. This determination is made based on normal course loads for a full year of study in the graduate program. If that information cannot be obtained from the school, 18 semester hours or 27 quarter hours will satisfy the one year of full-time study requirement. C. Having completed, or within 9 months of the closing date of this announcement will have completed bachelor's degree in accounting or directly related major and meet Superior Academic Achievement (S.A.A.). S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. (1) Class standing-Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. (2) Grade-point average (G.P.A.)-Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. G.P.A. as recorded on the final transcript. The final transcript must cover the period being used to determine G.P.A., i.e., all 4 years or last 2 years. (3) Election to membership in a national scholastic honor society-Applicant can be considered eligible based on membership in one of the national scholastic honor societies listed. These honor societies are listed in the Association of College Honor Societies. (You MUST submit transcripts or proof of education and any other applicable documentation to verify your claim.)


D. A combination of experience as described in "A" above and education as described in "B" above. To combine education and experience, determine your total qualifying experience as a percentage of the experience required for the grade level. Then determine your education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. (You MUST submit transcripts or proof of education to verify your claim.)

Applicants must meet one of the following criteria for the GS-9 grade level:

A. 52 weeks of specialized experience, equivalent to the GS-7 grade level in the Federal service conducting research on a variety of topics, many of which relate to business and government operations; conducting research to identify and retrieve data or information relevant to the objective of the research or audit; assisting in the development of sections of analytical reports; preparing portions of supporting documentation for items such as audit conclusions, findings, and recommendations; using time appropriately to complete multiple tasks by given deadlines; documenting work performed using proper grammar, punctuation and spelling to describe the purpose, nature, timing, extent and results of the work performed; and assisting in the identification of laws, regulations procedures applicable to the subject of research or audit.


B. Having completed, or within 9 months of the closing date of this announcement will have completed, a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. that may be substituted to meet the specialized experience requirement. To be creditable, education must have been obtained from an accredited college or university. (You MUST submit transcripts or proof of education to verify your claim.)


C. A combination of experience as described in "A" above and education as described in "B" above. To combine education and experience, determine your total qualifying experience as a percentage of the experience required for the grade level. Then determine your education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. (You MUST submit transcripts or proof of education to verify your claim.)

Education

Must meet basic education requirements prior to appointment.

1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR

2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.  The applicant's background must also include one of the following:  A) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; B) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or  C) completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (1) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (2) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (3) except for literal non conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

If specific course work is required to fulfill the eligibility and/or minimum qualification requirements, you must supply transcripts from each academic institution in which the required courses were taken in order to receive credit for that course work.
