Duties

Help

The Writer-Editor, located in the Office of Audits and Evaluations, applies proofreading and editing skills and substantial knowledge of specialized vocabulary of auditing and management analysis to communicate technical financial and management issues to personnel within the OIG, VA, and externally to the Congress, media, and other interested audiences. This includes, but is not limited to, proofreading and editing draft and final audit reports, testimony, letters, memorandums, and other written products.

As a Writer-Editor, you will:

- Research, analyze, distill, and present information either in a variety of fields or, with a broad and non-specialized approach, in a single field.

- Communicate information for such purposes as: (1) articulating policy; (2) making public reports on the activities and plans of VA OIG Office of Audit; (3) explains and utilizes agency policies, regulations and laws; (4) reports the results of research; (5) announces regulations; (6) may provide training and operating manuals for the use of employees; and (7) interprets themes and conflicting points of view in expository narratives.

- Ensure written products convey the intended message, are logically ordered, present sufficient facts to support conclusions drawn, and are in accordance with the OIG’s Style and Usage Guide for Writing and Editing OIG Reports and the Government Printing Office Style Manual.

- Review OIG publications such as Semiannual Reports to Congress and other OA input needed for external reporting requirements for style, design, layout, and editorial aspects.

Qualifications

You must meet the following requirements by the closing date of this announcement.
Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: 
preparing, reviewing editing, or writing documents for distribution to a variety of audiences.


Examples of such experience might include:
Editing reports or other written documents developed by others for publication; OR
Advising and assisting authors during the writing stage; OR
Critically reviewing reports or other written documents for clarity and coherence; OR
Communicating information in reports to internal and external audiences.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Public Trust – Background Investigation will be required.

- File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.

You will be evaluated for this job based on how well you meet the qualifications above.

Rating: Your application will be evaluated in the following areas: Analytical, Communication, Research and Analysis.

Category rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level categories, A-Exceptionally Qualified, B-Highly Qualified, or C-Qualified, depending on your responses to the online questions, regarding your experience, education, and training related to this position. Your rating may be lowered if your responses to the online questions are not supported by the education and/or experience described in your application.

Veterans' preference is applied after applicants are assessed. Preference-eligibles will be listed at the top of their assigned category and considered before non-preference-eligibles in that category. Qualified preference-eligibles with a compensable service-connected disability of 10% or more will be listed at the top of the highest category.
