BLM is seeking a dynamic and energetic individual, with excellent leadership skills, to join the BLM Southwest Colorado Fire and Aviation Management Unit as the Supervisory Fire Management Specialist (Fuels).

- Provides leadership and supervision to the fuels staff, which includes establishing, defining and planning work assignments and performance standards;
- Initiates and directs the development of district policy and procedures, information/instruction memoranda, workshops, etc., to provide technical guidance and direction to the Fuels Management program;
- Responsible for planning, programming, budgeting, monitoring and tracking Fuels Management program and budget;
- Provides coordination for the management of the Bureau’s Fuels Management and ESR activities program with other agencies, institutions, groups and individuals;
- Implements and reviews safety standards for effectiveness in the district office Fire and Fuels Management program.
25% or less - Travel is required to attend meetings and perform work in the field.

Education Requirement: This position has a positive education requirement which requires that you have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, or a combination of education and experience-courses equivalent to a major, as shown above, plus appropriate experience or additional education.

To qualify for GS-12: In addition to meeting the positive education requirement, you must show that you have one year of specialized experience equivalent in difficulty and complexity to the next lower grade level (GS-11). Examples: managing, directing and evaluating a fuels program; developing and implementing a fuels program budget; effectively managing and utilizing available dollars, taking into consideration changing district priorities; review and write supporting fire management documents.
You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.
Selective Placement Factor: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. If you do not provide evidence you possess the following selective factors, you will be rated not qualified:
1) You must have at least 90 days of prior on-the-line wildland firefighting experience.

You will be evaluated for this job based on how well you meet the qualifications above.

- Knowledge of BLM and other agency policies, procedures, and regulatory requirements covering the supervision of employees, use of land resources and fire management.
- Knowledge of national, regional and local fire management interagency coordination of fire operations including prepositioning resources, interagency annual operating plans and coordinating group procedures.
- Knowledge of program planning and budgeting systems, Preliminary Target Plan (PTA), Annual Work Plan (AWP), Fire Program Decision Support System (FPDSS) National Fire Plan Operating and Reporting System (NFPORS), severity funding and program packaging.
