Summary

This position is located on the Tongass National Forest and will be duty stationed in Ketchikan, Alaska.

Serves as a botanist covering a large geographic area, encompassing three Ranger Districts on the Southern portion of Tongass National Forest (Ketchikan-Misty Fjords, Craig and Thorne Bay Districts).

Duties

Help
  • Participation on interdisciplinary teams to provide the documentation and coordination necessary for the effective management of threatened, endangered and sensitive plant species and invasive plants.
  • Participates in the Forest Vegetation Classification and Mapping program by conducting vegetation inventories and collecting reference data in compliance with selected protocols.
  • Specialty projects, such as botanical surveys and monitoring for special status plants and noxious weeds will also contribute the botanist?s program activities.
  • Responsible for maintaining plant surveys and monitoring records in appropriate National and Forest-level data bases, in addition to collection and preparation of voucher specimens for plants.
  • Responsible for the analysis and interpretation of population trend and community composition monitoring data and the preparation of summary reports.
  • May assist unit personnel or contract personnel in conducting botanical research and studies.
  • Collaborating with other resource specialists, both at the Districts and in the Supervisor?s Office, in the preparation of pesticide use and NEPA compliance documents for a variety of vegetation management and restoration actions.
  • Assists in project planning and identifying suitable plants for restoration projects.
  • Identify, distribute, and balance the workload and tasks of three large and complex Ranger Districts in accordance with established work priorities.

Qualifications

You must meet the Basic Education Requirement for the 0430 Series:

1. Degree: botany; or basic plant science that included at least 24 semester hours in botany.

OR

2. Combination of education and experience: courses equivalent to a major in botany or basic plant science that included at least 24 semester hours in botany, as shown above, plus appropriate experience or additional education.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

For the GS-07: You must have one year specialized experience equivalent to the GS-05 in the Federal service. Examples of specialized experience include: As a professional botanist trainee, surveying, studying and preparing sections of reports on threatened, endangered and sensitive plant species and plant community and vegetation management for environmental assessment requirements. Participating in phases of planning, organizing and implementing biological investigations that affect threatened, endangered and sensitive plant species. Preparing correspondence on the technical aspects of work and preparing reports on progress of and results of threatened, endangered and sensitive plant species and plant community and vegetation management studies.

OR

One (1) year of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in a plant related field of study from an accredited institution.

OR

The successful combination of specialized experience and graduate level education (beyond 18 semester hours) that together meets the qualification requirements for this position.

For the GS-09: You must have one year specialized experience equivalent to the GS-07 in the Federal service. Examples of specialized experience include: As an advanced trainee, participating in the evaluation and monitoring of the threatened, endangered and sensitive plant species and plant community and vegetation management programs. Locating, surveying, identifying, and recording threatened, endangered and sensitive plant species information in order to meet environmental assessment requirements. Collecting and summarizing threatened, endangered and sensitive plant species and plant community and vegetation management data and administering plant species projects.

OR

Two (2) years of progressively higher level graduate education leading to a Master's degree or a Master's or equivalent graduate degree is a plant related program of study from an accredited institution.

OR

The successful combination of specialized experience and graduate level education (beyond 18 semester hours) that together meets the qualification requirements for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is not guaranteed.

Salary will be adjusted to include a Cost of Living Allowance (COLA). A gradually reducing COLA will continue to be paid after December 31, 2012. This position is eligible for telework and other flexible work arrangements, however this is not a virtual position and the incumbent will report to Ketchikan, Alaska.
