Summary

The incumbent performs work to control and extinguish fires, rescue person endangered by fire, and reduce or eliminate potential fire hazards during a work shift of 72 hours per week on a rotating basis. Incumbent covers for pre-hospital medical providers who are trained at the Paramedic level providing advanced life support measures using invasive medical procedures e.g., cardiac defibrillation.

Duties

Help

Duties include, but are not limited to the following:

· Serves as a team member effectively controlling and extinguishing fires.
· Operates various nozzles and hose lines, makes connections to and operates fire hydrants.
· Performs forcible entries, ventilates structures, carries, raises and lowers ground ladders.
· Performs specialized rescues, hazardous materials spill responses and serves as a driver operator of motorized firefighting vehicles.
· Responsible for operating specialized medical equipment such as defibrillators and other advanced cardiac life support equipment.
· Attends periodic classes to keep proficient in operation of duties.
· Responsible for emergency patient transport to proper healthcare facilities.
· Provides emergency medical care per Advanced Life Support (ALS).
· Relays information to and from dispatchers and health care providers.



Work Schedule: 72 hours per week on rotating shifts alternating between the Montrose and Castle Point campus.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/20/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

SELECTIVE PLACEMENT FACTORS:

1. Certification - National Fire Protection Association (NFPA) Firefighter II

2. Certification - National Incident Management System, ICS-100 level

3. Certification - National Registry or New York State Emergency Medical Technician-Paramedic
Advanced Emergency Medical Technician-Paramedic (AEMT-P).

Important Note to Applicants: A New York (NY) Certification as an Advanced Emergency Medical Technician-Paramedic (AEMT-P) is required by NY State Law to perform the duties of this position and employment is contingent upon this requirement. 4. Valid State Driver's License.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to
  • Controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade;
  • Rescue operations; (3) detection, reduction, or elimination of potential fire hazards;
  • Operation of fire communications equipment;
  • Controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work requires physical stamina, agility, and mental stability to work utilizing self-contained breathing apparatus and fully encapsulating chemical protective clothing for extended periods of time. Work includes carrying bulky and heavy objects, climbing ladders, crouching, pushing, and crawling in restricted spaces and potentially defending oneself against attacks from emotionally disturbed/physiologically unbalanced individuals.
