Summary
About the Position: This position is responsible for providing fisheries input and assistance in environmental aspects of preauthorization studies and reports, preconstruction planning, master plans, plans and specifications, and other phases of District activities falling within the responsibilities of the branch. Establishes levels of tolerance for possible environmental or ecological encroachment on fish to facilitate reaching decisions related to those activities.
Serves as study manager or coordinator for various aquatic habitat and fish related research and monitoring studies.
Responsible for working individually or as a team member on environmental and/or biological assessments, EIS's and ESA consultations.
Manages fish passage activities and studies at Corps operated dams.
Provides fisheries expertise in the scientific investigation of the impact of a proposed project and/or continued impact of operations of proposed or current projects on the aquatic environment.
Develops statements of work and acts as technical manager for contracted work on fish and aquatic focused studies and deliverables.
Prepares and coordinates interagency agreements and contracts pertaining to fish/aquatic habitat monitoring, restoration and mitigation.
Performs or coordinates special biological studies, to include planning, data acquisition, data analysis, and final report stages.
Serves on regional interagency committees and task forces for coordination of fishery issues related to water resource development projects.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Basic Requirement for Fish Biologist (0482):
A. Degree: Bachelor's degree (or higher degree) in biological science that included at least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; AND at least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields, or excess course work (beyond the required 6 semester hours) in aquatic subjects.
OR
B. Combination of Education and Experience: Courses equivalent to a major in biological science (i.e., at least 30 semester hours), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
For the GS-11: Specialized Experience: One year of specialized experience which includes fish and aquatic habitat evaluation, monitoring activities, and report writing. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Fish Biology. (You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (You must attach a copy of your transcripts.)
For GS-12:
Specialized Experience: One year of specialized experience which includes conducting aquatic habitat and resource evaluation, environmental compliance, fish and habitat monitoring activities, and report writing. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
