Summary

The Recent Graduates Program provides individuals, who have recently graduated from a qualifying educational institution or program, with developmental opportunities in the Federal Government.  Participants must have obtained a degree, or completed a qualifying career or technical education program within the preceding 2 years.  If you served in the military after receiving your degree please see the "Qualifications" section below for more information regarding your eligibility.  Upon successful completion of the program, if you are a United States citizen, you may be non competitively converted to a permanent position, or in some circumstances a term appointment in the competitive service.

Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to:

  • Successful completion of at least 1-year of continuous service; 
  • Completion of at least 40 hours of interactive training;
  • Demonstration of successful job performance; and
  • Meet the qualification standards for the position to which the Recent Graduate may be converted.

As a Management and Program Analyst, you will:

•Evaluate various programs or portions of complex programs carried out by the HUD, state agencies, grantees, and/or contractors.
•Lead or conduct evaluations or portions of complex evaluations of HUD programs including their management, operations, support systems, contractors, and automated information systems.
•Review legislation, reports, policies/procedures, previous reviews by other internal or external reviewing organizations, congressional testimony and reports, and other background information; holds discussions with program personnel to become familiar with program requirements and operations; determines any potential problems; develops required connections to offices, organizations, and program personnel; and identifies preliminary scope and course of evaluation assignments.
•Develop plans tailored to each specific evaluation.
•Develop and/or modify procedural methods to ensure that thorough and accurate data are collected.

Eligibility:

- Recent graduates who have completed, within the previous two years, a qualifying Associates, Bachelors, Masters, Professional, Doctorate, Vocational or Technical Degree or Certificate from a qualifying educational institution.

- A Veteran who, due to a military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period shall have a full 2-year period of eligibility upon his/her release or discharge from active duty.  In no event, however, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study.  You MUST submit a copy of your D214 showing duration and dates of service.

Qualifications

You must meet eligibility and qualification requirements by the closing date.  You must answer all job-related questions in the job questionnaire.

Specialized experience for the GS-09, is defined as one year of experience at the GS-07 grade level, or equivalent that is directly related to the position and which as equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience includes applying analytical techniques to evaluate program shifts and changes . Examples of such experience may include:

- Collecting, analyzing, and summarizing evidence to support conclusions; OR
- Researching laws, regulations, guidelines, and approved procedures and using this information to write findings; OR
- Writing portions of work papers and evaluation reports; OR
- Writing recommendations based on analytical findings to improve a program; OR
- Analyzing qualitative and quantitative data to compare real world conditions with desired outcomes.

OR

You may substitute education for specialized experience as follows: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. [Attach copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.]

OR

You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

The experience may have been gained in either the public or private sector.  One year of experience refers to full-time work; part-time work is considered on a prorated basis.

-Complete a one-year trial period (unless already completed).
- Public Trust – Background Investigation will be required.
-Complete a Declaration for Federal Employment to determine your suitability for Federal employment.
-If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
-Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
-Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9 (http://www.uscis.gov/files/form/I-9_IFR_02-02-09.pdf). Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
-Pass a detailed background investigation.
-Provide a Confidential Financial Disclosure statement, if applicable.
-Be willing to travel an average of 1-5 days per month.

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating procedures will be used to rank and refer eligibles.  Based on your responses to the online questionnaire, you will be assigned a score.  Your score will determine in which of the three categories you will be placed:  Categories are Best Qualified (BQ), Well Qualified (WQ) and Qualified (Q).  Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category.

Qualified veterans with a service-connected disability of 10% or more will be placed at the top of the highest quality category.
