Duties

Help

The incumbent serves as the Agency’s Business Content Webmaster and is responsible for managing day-to day content for MBDA’s Official Website and support content implementation on social media accounts. In conjunction with MBDAS’s Lead Public Affairs Specialist, the incumbent is responsible for:

  • Planning, developing, and creating web pages in coordination with internal staff, and in compliance with Departmental regulations utilizing HTML, DHTML, Drupal, Java, JavaScript, PERL, CGI, MS-ACCESS, MS-ASP pages and Web Development/Forms Tools.
  • Identifies and implements tools/software to regularly gather and report website analytics.
  • Supports development of supportive infrastructure for content creation, distribution, utility, and readership.
  • Researches, develops, and implements current and new techniques/methodologies in presenting content on the website to include, but not limited to videos, social media feeds, animations, etc.
  • Recommends and utilizes quality control software to maintain functionality.
  • Identifies and implements tools/software to regularly gather and report website analytics.
  • Ensure that Agency website and social media accounts are complementary and provide an up-to-date and comprehensive body of information to support policy, programs, procedures, schedules and other information.
  • Works directly with departmental administrators to design pages in compliance with regulations, including required maintenance/repair, technical upkeep, and website hardware/software upgrades.
  • Works directly with agency subject matter experts and content providers to design pages, generate content, and ensure integrity of published information.

This Job Opportunity Announcement may be used to fill other Public Affairs Specialist (Webmaster), GS-1035-12, FPL 12 positions within MBDA in the same geographical location with the same qualifications and specialized experience.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student' social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify for the GS-12: Specialized experience is experience that furnished the applicant with the particular knowledge, skills, and abilities to perform the duties of the position successfully, and that is typically in or related to the work of the position to be filled. Qualified applicants will have 1 year of specialized experience equivalent to the next lower grade or band (GS-11 or equivalent). Specialized experience includes:

1) Managing and updating web pages using graphic design programs, web publishing tools and programming languages.
2) Consulting with subject matter experts and content providers to aide in the design of web pages.
3) Reviewing, approving and monitoring written and visual materials for publication on social media accounts and organizational websites.

Education

Education cannot be substituted at this grade level.

CTAP applicants MUST submit the following documents:

  1. A copy of your specific RIF notice; notice of proposed removal for failure to relocate; a Certificate of Expected Separation (CES); or certification that you are in a surplus organization or occupation (this could be a position abolishment letter, a notice eligibility for discontinued service retirement, or similar notice).
  2. A copy of your SF-50 “Notification of Personnel Action”, noting current position, grade level, and duty location;
  3. A copy of your latest performance appraisal including your rating; and
  4. Any documentation from your agency that shows your current promotion potential.

ICTAP applicants MUST submit the following documents:

  1. A copy of your RIF separation notice; notice of proposed removal for failure to relocate; notice of disability annuity termination; certification from your former agency that it cannot place you after your recovery from a compensable injury; or certification from the National Guard Bureau or Military Department that you are eligible for disability retirement;
  2. A copy of your SF-50 “Notification of Personnel Action” documenting your RIF separation, noting your positions, grade level, and duty location, and/or Agency certification of inability to place you through RPL, etc;
  3. A copy of your latest performance appraisal including your rating; and
  4. Any documentation from your agency that shows your current promotion potential.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will review your resume, optional cover letter and supporting documentation to determine if you meet the minimum qualifications for the position.  If you meet the minimum qualifications stated in the vacancy announcement, we will compare your resume, optional cover letter and supporting documentation to your responses on the scored occupational questionnaire (True/False, Yes/No, Multiple Choice questions) and place you in one of the three pre-defined categories.  The categories are “gold”, “silver” and “bronze”.  However, your resume or optional cover letter must support your responses to the scored occupational questionnaire, or your score may be lowered.  Candidates placed in the “gold” category will be identified for referral to the hiring manager and may be invited for an interview.

The scored occupational questionnaire will evaluate you on the following competencies; please do not provide a separate written response:

1) Knowledge of Drupal, HTML, JAVA Script, and SharePoint and other Web publishing tools.
2) Knowledge of principles of good graphic design and associated programs.
3) Knowledge and technical skill in electronic information dissemination programs.
4) Skill in project management and coordination with in-house personnel as well as technical experts.
