Duties

Help

This position serves as the Senior Botanist and Threatened and Endangered (T&E) Species Resource Specialist Advisor to the Utah State Director and is considered the BLM expert in matters relating to special status species and botanical resources. This position is located within the Branch of Renewable Resources at the Utah State Office in Salt Lake City, Utah. Utah is part of four large regions including the Mojave Desert, Colorado Plateau, Interior Great Basin, and the Rocky Mountain Physiographic provinces and providing highly diverse natural plant and animal habitats. Major duties include but are not limited to:

  • Program leader for the botany and special status species and T&E programs in Utah.
  • Recognized as expert in matters relating to the Endangered Species Act of 1973 and subsequent rules and regulations; implements Sections 7 and 9 of the Endangered Species Act and rare plant and animal requirements of the State of Utah.
  • Works closely with the BLM Field Office Wildlife Biologists and Botanists and other state program leaders to develop statewide budget proposals for the botany and special status species program.
  • Serves as principal expert on Section 7 Consultation, Conservation, and Recovery provisions of the Endangered Species Act of 1973;
  • Provides technical and expert input to Bureau planning documents, environmental impact statements, and environmental assessments to ensure compliance with the Endangered Species Act.

Physical demands: The work is of a professional nature, requiring time in the office as well as the field. On occasion long-days and unusual hours may be required. The incumbent may be required to walk, operate motor vehicles, primarily pickup and light trucks, and occasionally ATVs, on and offroad, sometimes under adverse weather and road conditions, resulting in mental stress when meeting tight deadlines, and quality standards. Incumbent must maintain a constant concern for safety and comply with department regulations concerning responsibility and conduct.

Work environment: In the office setting, the position is physically located in close proximity to a number of other professional employees where the incumbent must tolerate an average amount of conversation, telephone, and other office distractions and background noise. Office quarters, while not generous, are well lighted, heated, air-conditioned, and smoke and dust free. The incumbent will encounter field conditions that include the full range of topographic conditions, ranging from desert valleys to steep mountainous terrain on elevations of 2,500 to 12,000 feet. Average temperatures vary from 20 to 40 degrees in the winter (lows -10 to -40), with highs of 80 to 100 degrees or above, in the summer.

You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.64. Time-in-Grade requirements for the GS-12 level is 52 weeks at the GS-11 level.

Qualifications

Basic education requirement:  This position has a basic education requirement which requires that you have a degree in botany or basic plant science that included at least 24 semester hours in botany OR a combination of course equivalent to a major in botany or basic plant science that included at least 24 semester hours in botany plus appropriate experience or additional education.

In addition to the basic education and time-in-grade requirement, to qualify at the GS-12 level you must meet the following:

Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of a Botanist. Specialized experience includes; managing botany and special status species and Threatened and Endangered (T&E) programs, planning and managing T&E Species Recovery Plans; preparing environmental impact statements and environmental assessments; monitoring effects of public land management on special status species; and monitoring botanical resources.

KSA 3: Ability to build partnerships with outside organizations and cooperatively accomplish projects/programs of mutual benefit, obtain funding, and administer partnership instruments. 

KSA 4: Skill in communicating ideas, concepts, methods, analysis, and providing recommendations, with internal and external customers from various backgrounds and experiences.
