Duties

  • As a Communications Specialist in the Office of the Chief Information Officer (OCIO) at the Library of Congress, reporting to the OCIO Communications Officer, this position serves as a trusted communications consultant to senior OCIO leadership, OCIO employees, and broader Library of Congress staff as requested; providing substantive advice and counsel on the planning, development, and execution of complex, and/or sensitive communication projects and activities related to technology at the Library.
  • In collaboration with the OCIO Communications Officer, develops and implements a comprehensive communications strategy to effectively articulate OCIO’s mission, vision, and goals to internal and external stakeholders.
  • Develops informational concepts and/or content designed to promote understanding of OCIO’s mission, programs, and activities; including informing, educating, and persuading Library management and staff, as well as Congressional and public audiences.
  • Independently drafts, reviews, and edits in-depth, complex communications material. Disseminates information to stakeholders using the full range of media and communication methods. Based on assignment, methods may include town halls, roundtables, OCIO senior principal speeches and Congressional testimony, Congressional inquiries, emergency communications pertaining to information technology incidents, memoranda, presentations and briefings, publications and reports, press releases, talking points, feature articles, op-eds and blog posts, questions and answers (Q&A) and frequently asked questions (FAQs) documents, e-mails, and/or web 2.0 communication. Reviews, revises or edits as necessary the contributions of other OCIO staff.
  • Develops and implements plans to enhance relationships with agency stakeholders and to increase effectiveness in communicating OCIO program goals, priorities and areas of concern. Cultivates and maintains productive working relationships at multiple levels within Library programs, and, as appropriate, members of the media, community leaders, policy groups, and/or concerned constituencies, in order to develop and disseminate coordinated messages that accurately address OCIO programs.  Advises OCIO leadership on outreach and engagement activities and programs.  Supports collaborations, partnerships and other interactions with a wide variety of internal and external stakeholders.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Knowledge of communication and public affairs principles, methods, and techniques.**

Ability to develop and implement a division strategy of outreach to meet changing needs.**

Ability to communicate in writing and review the writing of others.**

Ability to exercise judgement and discretion.**

Ability to develop and maintain relationships, interact collaboratively, and convey information through briefings, consultations, and other presentations.

Ability to communicate effectively other than in writing.

Additional information

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
