The incumbent of this position will serve as an information technology (IT) auditor responsible for the following:

MINIMUM QUALIFICATIONS: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") -OR- B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. To qualify for the GS-11 level, you must to have at least one year of full time specialized experience (equivalent to the GS-9 level in the federal service). The specialized experience for this position is defined as: performing the following duties: Assisting in conducting audits, studies and analyses of organizations and/or information technology systems; writing portions of audit reports; assisting with developing data gathering instruments; contributing to special studies; performing pre-evaluation testing; and developing recommendations for action. In accordance with applicable guidance, including Generally Accepted Auditing Standards (GAAS), Generally Accepted Government Auditing Standards (GAGAS), and National Institute of Standards and Technology (NIST) to evaluate the adequacy of information systems.
To qualify for the GS-12 level, you must to have at least one year of full time specialized experience (equivalent to the GS-11 level in the federal service). The specialized experience for this position is defined as: performing the following duties: experience planning, conducting and reporting on complex audits involving information technology in accordance with applicable guidance including Generally Accepted Auditing Standards (GAAS), Generally Accepted Government Auditing Standards (GAGAS), and National Institute of Standards and Technology (NIST) to evaluate the adequacy of information systems

1. Knowledge of professional auditing principles, practices, and techniques.
2. Knowledge of the governing auditing and Information Technology laws, regulations, and policies such as, generally accepted accounting principles, GAAS, OMB Circulars, GAO guidance, GPRA, FISMA, CobiT and other NIST guidelines, etc. in order to develop and implement IT audit strategies and guidelines that focus on various audit approaches, methodologies to assist in planning, executing, assessing, testing, reporting, and resolving complex IT audit problems.
3. Ability to identify problems, determine accuracy and relevance of information, generate and evaluate alternatives, and decide on a course of action or make recommendations for resolution.
4. Ability to write detailed IT-audit reports including substantive findings and recommendations.
5. Ability to verbally communicate various types of information to a variety of audiences to convey factual information, provide guidance, obtain consensus, and/or persuade others to adopt recommendations.
