Duties

Help
  • Duties listed are at the full performance level.
  • Collecting samples, establishing tests and control plots for research on natural resources questions, as necessary.
  • Conducting inventory of systems (Forest plots, watersheds) to record resource condition including any damage.
  • Running computer programs to organize the data for analysis.
  • Operating complex monitoring equipment for ecosystem functioning.
  • Conducting routine laboratory and field-based analyses.
  • Providing the data to professional personnel after checking it and developing explanations for unusually high or low figures or figures that seem inconsistent.
  • Communicating results with stakeholders including other scientists at local, regional and national meetings, but also to members of the general public.
  • Resolves common administrative and safety concerns related to the project.
  • Utilizes topographic maps, photographs, and data that identify a variety of natural resource areas and conditions and drafts maps or diagrams of survey areas.
  • Utilizes a variety of tools to collect and record data such as numbers, measurements, weights, sample dimensions, and special notes.

Basic Requirement

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience with courses equivalent to a major described above, plus appropriate experience or additional education.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Specialized Experience Requirement:

For the GS-07: You must have one year specialized experience equivalent to the GS-05 in the Federal service. Specialized experience at this level is defined as all of the following:

  • Utilizing topographic maps, photographs, and data that identify natural resource areas and conditions.
  • Collecting forest inventory or forest ecology data in a field-based setting.
  • Using standard procedures to ensure that forest inventory data is in compliance with established protocol.
OR
One full year of graduate level education. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work in fields such as forestry, forest ecology, botany, biology, ecology.
OR
An appropriate combination of graduate level education and specialized experience described above. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
OR
Superior Academic Achievement (go to this site determine if you are eligible: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

GS-9: One year of specialized experience equivalent to at least the GS-7 grade level. Specialized experience at this level is defined as all of the following:
  • Utilizing field observations, aerial imagery, and historical site information to assign forest attributes.
  • Interpreting standard procedures and ensuring that data is in compliance with established protocol.
  • Leading field crews; assisting with training forest inventory personnel to follow established guidelines in order to obtain multi-resource information.
OR
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in related fields described above for GS-7. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
OR
An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Additional information

Career Transition Assistance Plan (CTAP) or Reemployment Priority List (RPL): To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100.

Land Management Workforce Flexibility Act (LMWFA) provides current or former temporary and term employees the opportunity to compete for permanent competitive service positions. Individuals must have more than 24 months of service without a break between appointments of two or more years and the last temporary or term appointment must have been with the Forest Service. Service must be in the competitive service and have been at a successful level of performance or better. Part-time and intermittent service will be credited only for time actually worked. Non-pay status (such as LWOP) is credited for up to six months in a calendar year; anything beyond six months is not credited. This position is eligible for telework and other flexible work arrangements.
If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by

Salary will be adjusted to include a Cost of Living Allowance (COLA). Over the next three years, locality will be phased in and a gradually reducing COLA will continue to be paid after the three year phase in period.
