Duties

Help

As a Program Analyst with the DOE Office of Inspector General, you will be performing the duties of a National TeamMate Champion and will be responsible for: 

  1. Developing an information system business case to evaluate organizational needs, products and solutions, define implementation strategies, and propose recommendations to ensure requirements and challenges are recognized and addressed.
  2. Managing projects related to software testing, integration, migration, and upgrade.
  3. Performing system operations and server maintenance, ad-hoc database queries, and customized reporting.
  4. Supporting OIG management and the audit and inspection workforce across the DOE complex by facilitating user access, training, and issue resolution.
  5. Maintaining system security and documentation, implementing controls, and participating in the annual security testing.
  6. Ensuring that the Audit and Inspections Management System user manuals are up-to-date.
  7. Coordinating with other internal and external stakeholders as necessary.

Appointment to this position may be subject to successful completion of a 1-year probationary period. This position requires a security clearance and is subject to drug testing. The selectee must test negative prior to being appointed to this position and will be subject to random testing thereafter. Failure to pass subsequent tests could result in disciplinary action, up to and including removal from the Federal service.

Qualifications

You may qualify for this position based on specialized experience. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position being filled. 

To qualify for the GS-13 grade level, you must possess one (1) year of specialized experience equivalent to at least the GS-12 grade level. To qualify for the GS-14 grade level, you must possess  one (1) year of specialized experience equivalent to at least the GS-13 grade level. Examples of specialized experience include:  

  • Working with audit or inspection end-user groups to assess their needs, providing information, support, and/or resolving technical issues;
  • Ensuring proper implementation and adherence to system security policies;
  • Evaluating and advising on challenges and recommendations;
  • Developing and executing projects related to the audit and inspection functions to support the OIG mission and professional standards; and
  • Providing relevant and timely information to all levels of management.

    
ADDITIONAL QUALIFICATIONS REQUIREMENTS

1.  Knowledge of professional auditing standards with the ability to incorporate applicable principles within an audit or inspection management information system or automated work flow system.

2.  Knowledge of TeamMate and it's suite of applications.

3.  Skills in developing training curriculum for varying audiences and skill-sets, user guides, and delivering instruction.

4.  Skills in developing and/or executing continuity of operations and/or disaster recovery plans.

5.  Skills in operating and maintaining a database server and/or web server.

6.  Skills in writing a variety of programming languages.

7. Ability to communicate effectively, both orally and in writing, to convey technically complex concepts in an understandable manner.  

8.  Ability to successfully lead the implementation of audit and/or inspection information technology projects from testing and deployment to operation.
