This position is located in the Office of Inspector General (OIG), Office of Management and Planning (OMAP), Division of Information Technology (DIT). DIT is composed of two Branches, the Branch of Information Technology (BIT) and the Branch of Database Management and Applications (BDMA), which provide IT services for the OIG. This position is in BDMA.
BDMA provides applications development and support and administers databases and/or data management systems that allow for the secure storage, query, protection, and utilization of data. This includes contributing to the application security posture across the organization, development, implementation, operation, and maintenance of OIG customized applications, commercial off the shelf (COTS) applications and systems designed to acquire, prepare, and control access to sensitive and mission critical data between OIG stakeholders.
1. Expertise in the installation, configuration, administration and maintenance (i.e., backup, restore, delete data, transaction log files, etc.) of Enterprise level databases in a nutanix virtual environment running Red Hat Linux and / or Windows operating systems. (SQL Server, Oracle, DB2, Sybase and PostgreSQL).
2. Expertise in administering SAS in both Windows and Red Hat Linux environment. Experience should include database administration, data mining and analytics (DM&A),with emphasis on administration, development, maintenance, and customer support Experience and knowledge utilizing programming/query languages such as JAVA, R, Python, Anaconda, SQL, C/C++/C#, SAS and customized programming scripts in the performance of DM&A.
3. Advanced Knowledge of database management systems using UNIX, Linux, SQL, Microsoft SQL Server, DB2, Sybase, and Oracle, including database development and business intelligence tools, such as TOAD, T-SQL, SQL Report Services, Power-BI, and SAS.
4. Expertise in assessing database management systems software and maintaining information exchanges with publish, subscribe, and alert functions that enable users to send and receive critical information as required. Manages the compilation, cataloging, caching, distribution, and retrieval of data. Monitors and maintains databases to ensure optimal performance. Performs backup and recovery of databases to ensure data integrity.
5. Expertise in conducting queries and developing algorithms to analyze data structures. Experience in optimizing database performance; Advanced knowledge of data mining and analytics (DM&A) techniques and tools; such as R, Python and customized programming scripts in the performance of DM&A.

Specialized experience may include but is not limited to database administration, data mining and analytics (DM&A), SQL Query Language. Experience in these specialized areas with emphasis on administration, development, maintenance, and customer support. Evidence of a sound technical background and experience in the development and administration of various databases such as: SQL Server, Oracle, DB2, Sybase and PostgreSQL; installation, configuration and administration of business intelligence tools: SAS, SQL Report Services, MS Power BI and experience working in a Nutanix virtual environment are required. On the job experience such as proficiency in the management of complex database projects that involve stakeholders from multiple agencies; experience and knowledge in creating and communicating database design documentation to senior management; experience and knowledge determining the appropriate software packages and computer programming scripts to use in accessing and exporting data from multiple sources into correctly configured data stores for DM&A use; experience and knowledge utilizing programming/query languages such as JAVA, R, Python, Anaconda, SQL, C/C++/C#, SAS and customized programming scripts in the performance of DM&A.; and troubleshooting advanced technical problems of a complex or unknown nature with escalation to a vendor when it is appropriate or necessary.

Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
